The IT Delivery Manager, Infrastructure and Telecommunications is responsible for leading the planning, delivery, and transition of technology infrastructure solutions for new and existing maintenance facilities under the LDRR program. This includes networks, telecommunications, fibre optics, security systems, access control, and other operational technologies.

The role oversees project scope, schedules, budgets, resources, and suppliers to ensure successful delivery, acceptance, and handover to operations teams. Working closely with the LDRR Program team, the Delivery Manager ensures all technology deployments align with program objectives and business requirements.

The Delivery Manager IT Infrastructure and Telecommunications will be working in close collaboration with the LDRR Program team and reports directly to the LDRR ISI Lead.

RESPONSIBILITIES

Delivery Management:
• Lead the delivery of IT infrastructure, telecommunications, security, and operational technology systems for maintenance facilities.;
• Coordinate technology activities with facility design, construction, commissioning, and operational readiness;
• Manage the planning, execution, testing, acceptance, and transition of technology solutions to operations;
• Oversee IT infrastructure scope, schedules, budgets, and quality objectives to ensure successful project delivery;
• Coordinate internal teams, contractors, consultants, technology vendors, and telecommunications providers;
• Manage external suppliers and ensure deliverables are completed on time and meet agreed requirements;
• Support deployment activities within active operating environments;
• Prioritize team activities and effectively manage workloads;
• Provide regular project status updates and progress reports to the LDRR Program;
• Identify, assess, and mitigate project risks and issues in collaboration with project stakeholders;
• Work with the LDRR Program Quality team to define stage gates and acceptance criteria;
• Ensure a smooth handover of solutions to IT Operations and business teams.

Technology Integration and Alignment:
• Collaborate with Technology, Operations, and LDRR teams to manage dependencies and ensure alignment with locomotive, railcar, and maintenance requirements;
• Coordinate with contractors, consultants, suppliers, telecommunications providers, and internal stakeholders to resolve technical and implementation issues;
• Partner with Enterprise Architecture to define and implement the roadmap for project-related IT tools, ensuring they meet business and project needs.

Alignment with VIA's and the LDRR program's processes and procedures:
• Ensure compliance with governance, cybersecurity, railway operations, industry standards, and infrastructure design requirements;
• Ensure adherence to LDRR program processes, including project governance, requirements management, quality management, and transition to operations;
• Support supplier management and work with IT Operations to ensure a smooth and a compliant handover of solutions.

Project Governance and Decision Making:
• Provide regular delivery status updates to Infrastructure and LDRR Program leadership;
• Prepare documentation to support key decisions and change requests, ensuring impacts are reviewed and validated by stakeholders;
• Participate in LDRR technology governance and status meetings to communicate progress, manage dependencies, and align with ongoing IT initiatives and roadmaps.

WHAT WE ARE LOOKING FOR
• Bachelor's degree in information systems management, business administration, computer science, engineering, or equivalent;
• Project Management Professional (PMP) certification is an asset;
• A combination of education and relevant experience will be considered;
• Fluent in English and French, both written and spoken;
• Delivery management experience in the field of IT Infrastructure. telecommunications, networking;
• Proven stakeholder management skills to support successful program deliver;
• Specific experience working on large-scale design-build construction projects is an asset;
• Railway industry experience is an asset.
