You will serve as an IT Cybersecurity Manager (PLCYPLN-INFOSEC) and be responsible for managing information technology projects.
Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
- Developing and maintaining Investment Business Cases and Standard Investments throughout the Planning, Programming, Budgeting, and Execution (PPBE) and Capital Planning and Investment Control (CPIC) processes to support total cost of ownership analyses and transition planning..
- Collaborating with the Requirements Manager to manage alignment between requirements and PPBE/CPIC processes.
- Coordinating with the Program Manager the impacts of acquisition risk or missed acquisition milestones to the investment, and recommends a plan of action.
- Evaluating operational and functional requirements changes to identify the impact on all elements of an Investment Business Case and Standard Investment.
- Conducting Investment Business Case and Standard Investment reviews using CPIC standard weighted and rated criteria to recommend prioritization, trade space, budget requests, and decrement plans.
- Preparing the Investment Business Case and Standard Investment budget and respective Resource Proposals (RPs) during budget formulation.
- Recommending emergency and emergent spend plan adjustments to in-year budget execution through the Program Manager to the Resource Council for timely resolution, coordinating with funds manager and program reviewer through the CPIC Manager for oversight and compliance.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.A. Federal Acquisition Certification for Program and Project Managers Level II (FAC P/PM-II) or management determined equivalent within two years of entry into the position.

Qualifications
To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience may include the following:
- Supporting Standard Investments through the Planning, Programming, Budgeting, and Execution (PPBE) and Capital Planning and Investment Control (CPIC) processes, including conducting total cost of ownership analyses and facilitating transition planning for major
programs or systems. - Evaluating requirements documentation, integrating requirements into investment planning, and supported decision-making to ensure program objectives are met within established budget and planning frameworks.
- Coordinating with Program Managers to assess the impacts of acquisition risks or missed acquisition milestones on program investments, and recommending actionable plans to mitigate risks and address schedule delays to include analyzing risk factors, communicating potential impacts to stakeholders, and developing strategies to ensure successful program execution.
- Evaluating changes to operational and functional requirements to determine their impact on all elements of an Investment Business Case and Standard Investment.
- Preparing Investment Business Cases and Standard Investment budgets, including developing and submitting Resource Proposals (RPs) during the budget formulation process. This includes gathering and analyzing financial data, coordinating with stakeholders to ensure accurate budget projections, and ensuring compliance with organizational budgetary guidelines and requirements.
- Recommending emergency and emergent spend plan adjustments to in-year budget execution.
In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the competencies listed below.

Student Loan - Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year.
