MANTECH seeks a motivated, career and customer-oriented Technical Lead (IT Subject Matter Expert) to join our team in Washington, D.C. This is an onsite position.

The Technical Lead (IT Subject Matter Expert) will serve as the technical lead overseeing a team of cybersecurity professionals in support of the Federal Bureau of Investigation (FBI). In this role, you will lead and mentor cybersecurity professionals, and partner with the government to deliver rigorous, evidence-backed authorization recommendations.

Responsibilities include but are not limited to:
  • Leading and supervising a team of cybersecurity professionals conducting independent security control assessments across unclassified, Secret, and Top Secret enclaves.
  • Overseeing the execution of deep-dive security assessments in accordance with NIST SP 800-53A, NIST Risk Management Framework (RMF), and FBI SAA Policy Guide 1462PG.
  • Evaluating complex technical, operational, and management security controls using multi-faceted testing methodologies to confirm effectiveness and policy compliance.
  • Reviewing and finalizing comprehensive Security Assessment Reports (SAR), Security Test Reports (STR), and Body of Evidence (BOE) packages prior to ISSM submission.
  • Enforcing internal quality assurance standards and peer-review firewalls to ensure assessment packages achieve a 95% first-pass government acceptance rate.
  • Collaborating with process and standards teams to refine assessment templates, integrate automated review tools, and drive continuous assessment velocity.


Minimum Qualifications:
  • Requires Bachelor's degree in Business, Engineering, Management Sciences, Computer Science, Information Systems, Social Science, Education, Human Resources Development, and Psychology or other related disciplines and eight to ten years of experience or Master's degree and six to eight years of related experience or PhD and four to six years of related experience.
  • Demonstrated experience leading security control assessment teams and evaluating complex IT systems against NIST SP 800-53 and SP 800-53A guidelines.
  • Possess at least one of the following DoD 8140.03 Advanced proficiency certifications: CCISO, CISA, CISM, CISSP, CISSP-ISSEP, CISSP-ISSAP, CySA+, GSLC, GSNA, CCNP Enterprise, GCIA, GDSA, or GICSP.
  • Significant experience assessing technical security controls, analyzing raw vulnerability scans, and validating complex authorization packages.
  • Strong leadership and technical communication skills with a proven ability to engage effectively with government ISSMs, System Owners, and executive leadership.


Preferred Qualifications:
  • Advanced degree in Computer Science, Business Management, or a Cybersecurity-related discipline.
  • Experience supporting FBI or Department of Justice (DOJ) Security Assessment and Authorization (SAA) processes and Governance, Risk, and Compliance (GRC) tools such as Xacta or JCAM.
  • Expertise with automated assessment toolsets, cloud security architectures (AWS/Azure), and agentic AI review technologies.
  • Proven track record of optimizing assessment workflows and reducing package rework cycles across large federal enterprise portfolios.


Clearance Requirements:
  • An active Top Secret clearance with TS/SCI eligibility is required.


Physical Requirements:
  • Must be able to remain in a stationary position 50% of the time.
  • Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.


The projected compensation range for this position is $128,800.00-$214,500.00. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
