Job Summary

As an IT Advanced Project Manager with Minnesota IT Services (MNIT) supporting the Department of Corrections (DOC), you will lead meaningful technology programs and projects that directly impact the safety, security, and operations of correctional facilities across Minnesota. In this role within the MNIT DOC Project Management Office (PMO), you will manage the full lifecycle of complex IT and business solutions, from initial planning through delivery, helping modernize systems, improve services, and support mission - critical work statewide.

You will serve as a central coordinator for program and project initiation, planning, execution, monitoring, and closure, applying industry - recognized program and project management practices (including PMBOK standards) and MNIT's established methodologies. Your work will ensure that project and program teams have clear direction, risks are managed effectively, timelines stay on track, and project outcomes are delivered with quality and consistency.

This position plays a key role in strengthening program and project management practices across MNIT by promoting strong planning, maintaining transparent communication, and guiding teams through scope, schedule, and risk management. Your leadership will support the successful completion of projects that enhance infrastructure, streamline processes, and improve enterprise applications relied upon by DOC staff every day.

This role manages programs and projects that are moderately complex, spanning the full range of work the DOC relies on - enterprise software and COTS/SaaS implementations, custom development, infrastructure, and hands-on facilities and physical security technology deployments. You'll receive coaching and mentoring as you lead cross-functional teams, collaborate with business partners, and develop solutions that help the DOC and MNIT deliver better outcomes for the State of Minnesota. As the MNIT DOC PMO builds out its program management capabilities, this position offers a path toward leading larger, multi-project programs for candidates who demonstrate the aptitude.

This position requires an employee to work onsite at1450 Energy Park Drive, St. Paul, Minnesotaat least 50% [ormore or less if space limitations remain] of the time, with limitedtelework available. Telework eligibility depends on residence:
  • Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
  • Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.

This position requires a minimum of four (4) years of experience in performing IT project management functions.

Experience must include:
  • Leading end-to-end project management activities including initiation, planning, execution, control, and closure for IT solutions, systems, processes, and services delivered on a statewide basis.
  • Applying industry best practices and standards (such as PMBOK) for project integration, scope, time, cost, quality, communications, risk, procurement, and vendor management.
  • Coordinating project activities using tools such as Gantt charts, milestone tracking, project costing, and status reporting and project management systems such as Planview and Azure DevOps.
  • Performing business analysis and/or quality assurance functions, including requirements definition, feasibility analysis, and testing documentation.
  • Knowledge of enterprise IT environments, including infrastructure, software, databases, networks, security, and system administration components that support statewide solutions.
  • Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
  • Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.

Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months.

Strongly Preferred Qualifications
  • Program Management Professional (PgMP), Project Management Professional (PMP), or other industry-recognized program or project management certification.
  • Experience managing a program or a portfolio of related projects, including coordinating interdependencies, sequencing work across teams, and reporting on aggregate outcomes rather than a single project's status.

Preferred Qualifications
  • Experience delivering projects in a complex enterprise environment involving multiple stakeholders, vendors, agencies, or business units with competing priorities.
  • Experience managing projects within Minnesota IT Services (MNIT) or another large public-sector IT organization, especially involving statewide systems or multi-agency collaboration.
  • Experience managing vendor-delivered work, deliverable acceptance, and holding vendors to contract terms.
  • Experience providing guidance, mentoring, or informal leadership to project team members, peers, or cross-functional groups.
  • Experience managing IT projects of varying type and scale within the same role - for example, SaaS/COTS implementation, custom software development, infrastructure, and physical or facilities-based technology deployments.
