Job Summary As an IT Advanced Project Manager, you will lead the implementation of the Grants Management System (GMS) at the Department of Employment and Economic Development (DEED). DEED manages hundreds of grant programs. This is a vendor solution, so the candidate should have vendor management experience. Scrum master skills are required as the internal team follows Agile methodology, managing their tasks and scrum boards in Azure DevOPs. Knowledge of grants management systems would also be beneficial.
This position will manage the development and enhancement of complex information technology and business solutions, systems, processes, and services. You will provide advanced project management, and lead the development of large, complex information technology solutions in support of the Statewide enterprise and the business. You will also support business analysis and quality assurance on large projects.
In addition, the position will:
- be the focal point for project initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT;
- ensurequality and consistency across multiple projects in the use of project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices;
- delivery of projects in a consistent and documented manner; and, serve to coach, facilitate, remove impediments, change agent and servant leader.
This position requires an employee to work onsite at 180 E 5th St. Suite 1200 , St. Paul, Minnesota at least 50% [or more or less if space limitations remain] of the time, with limited telework available. Telework eligibility depends on residence:
- Candidates living in Minnesota or within 50 miles of the worksite in a bordering state (Iowa, North Dakota, South Dakota, and Wisconsin) may telework up to 50%.
- Minnesota residents living more than 50 miles from the worksite may be eligible to telework more than 50%.
- Candidates living 50 miles or more from the worksite in a bordering state may work onsite 100% or may be telework eligible if relocating within 50 miles.
Qualifications Minimum Qualifications To qualify, candidates must clearly show all of the following qualifications in their resume. Resume tips available here : This position requires a minimum of four (4) years of experience in performing IT project management functions.
Experience must include:
- Experience reporting on project activities during all phases of the project lifecycle.
- Experience to include managing all aspects of the design, development, and implementation of IT projects.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) mon ths.
Preferred Qualifications - Project initiation, planning, execution, control, and closure of complex IT projects along with Risk Management, Defect Management, Conflict Management, Vendor Management and other project management controls and practices.
- Experience with IT procurement processes, including creating procurement documents and implementing Custom Off the Shelf (COTS) or Software as a Service (SaaS) IT solution for the business
- Experience documenting business requirements, supporting business process improvements, and collaborating with technical teams to deliver business solutions.
- Experience coordinating cross-functional teams, facilitating meetings, and communicating effectively with business, technical, and especially vendor stakeholders with the ability to facilitate group discussions that drive decision-making .
Strongly Preferred Qualifications - Experience in the development and/or management of largescale Grants Management Systems
- Experience working as a scrum master with Agile methodology, scrum ceremonies and Kanban along with tracking and reporting on project finances.
- Experience with Product Management and interfacing with a Product Owner doing Product development.
