Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Represents District as the Dam Safety Program Manager; Dam Safety Specialist point of contact for Federal, state, and local government agencies and the general public; and as special assistant to the Chief Engineering Division for dam safety issues.

• Develops and implements a continuing District Dam Safety Training Program for on-site project staff, Operation Division personnel, and other District specialists.
• Develops and maintains emergency action and warning plans for operating projects.
• Prepares accurate workload forecasts and annual financial management plans.
• Makes recommendations on all aspects of the District's Dam Safety Assurance Program.
• Coordinates collection and processing of data from various instrumentation systems for specifically assigned projects.
• Conducts and coordinates special and periodic inspections of District projects.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SELECTIVE PLACEMENT FACTOR: This position requires a current Professional Engineering License OR Professional Geologist License issued by any State in the United States, the District of Columbia, Guam, or Puerto Rico. (You must upload a copy of your current PE or PG license within your application package).

Basic Requirement for a Geologist:

A. Degree: Geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

B. Combination of Education and Experience: Course work as shown in A above, plus appropriate experience or additional education.

In addition to meeting one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes: 1) conducting inspections of dams, levees and/or other civil works projects where risk based principles are used; 2) managing dam, levee and/or civil works project studies; AND 3) experience managing budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
