Full Job Description
We are seeking an Integrated Master Schedule and Earned Value Management Support professional to join our team. You will provide on-site project management, schedule analysis, and earned value oversight to ensure the shipbuilder's performance, plans, and reporting aligning with Coast Guard program requirements. The position leads EVMS and IMS surveillance, monitors cost and schedule health, and supports production verification and risk-informed decision-making for the OPC program. This position requires that you are on-site in Mobile, Al.

Responsibilities include, but are not limited to:
  • Earned Value Management Surveillance and Compliance Oversight: Lead monitoring of the shipbuilder's EVMS to ensure alignment with ANSI-EIA-748, DCMA standards, and contract requirements.
  • Integrated Master Schedule (IMS) Analysis and Quality Assurance: Conduct ongoing assessment of schedule integrity, critical path, progress, and risk while ensuring the IMS accurately reflects program objectives and milestones.
  • Program Planning and Baseline Management: Maintain and update Government program plans, baselines, WBS structures, and supporting schedules using MS Project or Primavera.
  • Performance Monitoring and Reporting: Compare planned vs. actual cost, schedule, and physical progress; identify risks and variances; develop reports, briefings, and recommendations for government leadership.
  • Production and Technical Surveillance Support: Validate that reported IMS and EVMS data reflect actual shipyard conditions through onsite production surveillance and coordination with program stakeholders.
Required Qualifications:
  • Bachelor's degree in engineering or related technical/business field.
  • A minimum of five (5) years of experience in supporting project management and shipbuilding processes. In lieu of a degree, an additional five (5) or more years of experience -OR- an Earned Value Management Professional (EVMP) or Earned Value Management Director/Earned Value Management Officer (EVMD/EVMO).
  • Proficiency in stand-alone and enterprise versions of MS Project and Primerva scheduling software
  • Comprehensive knowledge of shipbuilding processes.
  • Knowledge and skill in applying analytical and evaluative methods and techniques to organize, plan, conduct, evaluate, and administer the EVMS surveillance program.
  • Able to produce EVM reports, briefs, and presentations using the provided EVM data to forecast and outline current EVM status.
  • Knowledge of economics, statistical, accounting, fact-finding, and financial analysis principles and techniques (e.g. random sampling, learning curves, and computerized cost models)
  • Familiarity with DCMA standards and ANSI-EIA 748 guidelines as applicable to Integrated Master Schedules and related Earned Value Management System practices.
  • Comprehensive knowledge of auditing organizations (such as DCMA and DCAA), programs, and functions and knowledge of the overall acquisition process

  • Must possess an active DoD Secret clearance
