Full Job Description
Ignite Digital is seeking an experienced Lead Instructional Systems Specialist to support a US Navy/US Marine Corps program office in the Orlando, Florida region. This onsite role leads the design, development, evaluation, and continuous improvement of instructional systems and Programs of Instruction (POIs) supporting military and civilian learners. The Specialist ensures all training requirements are met across program phases and acts as a senior instructional expert guiding less experienced staff.

Key Responsibilities:
  • Serve as the Lead Instructional Systems Specialist, developing comprehensive Programs of Instruction (POIs) across Navy/USMC occupational specialties and mission areas.
  • Conduct in-depth research to ensure training content is thorough, relevant, accurate, and current.
  • Continually assess and monitor training products to determine instructional effectiveness, updating content as required.
  • Design cost-effective strategies for developing and delivering training, optimizing methods for military and civilian audiences.
  • Develop effective instructional programs, course materials, training literature, and measurement instruments.
  • Create new master instructional plans and modify existing plans based on system, mission, and learner requirements.
  • Conduct task analyses to support POI development and refinement.
  • Work closely with subject matter experts to design and develop instructional analyses, paper-based materials, workbooks, instructor guides, and student support materials.
  • Perform detailed instructional analysis to define training performance objectives, ensuring quality and accuracy throughout all phases.
  • Provide quality assurance and peer review of all training plans, instructional materials, and evaluation strategies.
  • Validate recommended instructional procedures, methods, and media against industry and Navy/USMC standards.
  • Provide guidance and technical supervision to less experienced instructional systems staff.
  • Participate in Program Reviews to ensure all training requirements and stakeholder expectations are satisfied.
  • Collaborate with program personnel, training developers, and subject matter experts to ensure training products align with system acquisition and fleet training needs.


Required Experience:
  • Master's degree in Education, Instructional Systems, or a related field.
  • In lieu of a Master's degree; Bachelor's degree in a related field plus 15 years of relevant experience; OR High School Diploma plus 18 years of relevant experience.
  • Minimum 10 years of relevant experience in Instructional Systems or a closely related field.
  • Strong background in training analysis, curriculum development, instructional design, and POI creation for military or technical programs.
  • Active DoD Secret Clearance.
  • Ability to work onsite at the government facility in the Orlando region.
  • Experience supporting Navy/USMC training development or acquisition programs is highly desirable.


Salary: $130k+ to align with education and experience.
