Summary

Bear Mountain Services, a division of All Native Group and Ho Chunk, Incorporated, is seeking an exceptional Instructional Systems Designer (ISD) II to serve as the technical engine of the curriculum revision process, transforming operational Navy requirements into high-impact, modular learning interventions. This role requires a deep-tier expert who can bridge the gap between high-level analysis and hands-on development within the Naval Education and Training (NAVEDTRA) 142 series. As a team lead, you will manage the end-to-end design lifecycle, ensuring that every lesson plan, assessment, and resource requirement is precision-engineered to improve Sailor readiness within the Career Training Continuum (CTC). You are not just updating content; you are modernizing the way the Navy trains by implementing data-driven assessments and innovative delivery methods

 

Essential Functions

  • Curriculum Design: Execute NTP Phase II (Requirements Development) and Phase III (Design and Development) steps to build task-based training interventions.
  • Resource Planning: Determine precise manpower and training requirements (MPT) based on validated fleet needs assessments.
  • Assessment Development: Design modern testing instruments—including pre-tests and summative performance evaluations—aligned with NAVEDTRA M-142.3 testing standards.
  • Team Leadership: Supervise ISD I and ID staff, ensuring all lesson plans and trainee guides utilize the streamlined templates introduced in the 142 series.

  • Strong analytical and problem-solving skills
  • Demonstrated experience working in all five phases of the Instructional Systems Design model
  • Demonstrated experience creating assessments
  • Excellent writing, proofreading and design skills to develop training course materials
  • Must possess excellent written and spoken use of the English language
  • Strong interpersonal and organizational skills; and attention to detail
  • Must be proficient in the use of Microsoft Office Suite (MS Word, PowerPoint and Excel)

Work Environment

This job operates in executive settings with frequent engagement at the highest levels of Navy leadership. This role uses executive office equipment and classified communication systems. 

 

Physical Demands

The physical demands are typical of executive positions, with extensive travel and high-stress decision-making requirements. While performing the duties of this job, the employee is regularly required to talk or hear. 

 

Position Type/Expected Hours of Work

This is a full-time executive position with flexible hours based on mission requirements. 

 

Travel

Travel is primarily local during the business day, although some out-of-the-area travel and overnight may be expected 

 

Experience

  • 7+ years of instructional systems design experience supporting Navy or DoD programs.
  • Experience supporting NAWCTSD, NETC, CTC, or Ready Relevant Learning initiatives.
  • Experience developing simulation-based training, virtual learning environments, or immersive learning products.
  • Experience conducting training effectiveness evaluations and learning analytics assessments.
  • Experience leading curriculum modernization projects and mentoring junior instructional designers.
  • Experience with Agile project environments and training product lifecycle management.

 

Education

Bachelor’s degree in Education, Instructional Design, or related field. 

 

Additional Eligibility Qualifications

  • Certified Professional in Learning and Performance (CPLP/CPTD), PMP, CTT+, or similar professional certification.
  • Advanced eLearning development tool certifications (Articulate Storyline, Captivate, Lectora, etc.).
