Summary

SummaryANG is seeking aCounterintelligence Analystto support the Office of Special Investigations (OSI),) as part of a cross-functional Department of the Air Force (DAF) team charged with developing, implementing, and overseeing the Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Due Diligence process. This position is onsite atQuantico, VA.

Essential Functions

  • In coordination with OSI, OCEA, and AFWERX, support, develop, and contribute to the comprehensive review of SBIR/STTR proposals and associated vendors. The expected workload requires 2,000 reviews and written inputs per year.
  • Perform research and analysis of companies to identify patterns, concerns, or threats aiding in efforts to identify foreign intelligence entities and other adversarial threats to OSI and DOD programs.
  • Annually produce an analytic product summarizing trends and threats from foreign entities to supported SBIR/STTR elements.
  • Within policy and law, and in collaboration with AFWERX, Office of Commercial and Economic Analysis (OCEA), and The Office of Special Investigations (OSI), establish a process to continually monitor previously assessed companies for new or developing foreign ownership, control, or influence (FOCI) concerns.
  • Provide analytical support to agents, other analytical division, and OSI leadership in support of related investigative and national security efforts. Identify trends and actions of intellectual property theft and technology transfer investigated by OSI, and provide informational briefings outlining findings to facilitate the DAF efforts to prevent such theft/loss.
  • Identify access and threat vectors commonly exploited by foreign intelligence, or other adversaries, to target DAF/DOD programs and associated supply chains and will subsequently provide informational briefings and other analytical products in support of the DAF99s risk mitigation efforts, as needed.
  • Produce and publish analytical products via portal, SharePoint, and other electronic methods for OSI leadership, OSI field offices, and SBA leadership/customers.
  • Establish and maintain accurate and up-to-date records of all counterintelligence assessments and associated documentation.
  • Support ongoing research into small business and vendor efforts to develop published all-source analysis.
  • Conduct counterintelligence assessments on potential SBIR/STTR vendors and proposals to identify potential foreign ownership, control, or influence, cybersecurity and regulatory risks.
  • Collaborate with internal and external stakeholders, such as program managers, analysts, and other relevant parties to ensure that counterintelligence assessments are conducted in a timely and effective manner.
  • Maintain up-to-date knowledge of relevant laws, regulations, and industry best practices related to counterintelligence, FOCI, cybersecurity, and regulatory risk.
  • Report recommendations and inputs to the OSI Technical Lead.
  • As a member of the OSI SBIR/STTR Due Diligence Team responsible for developing and coordinating procedures for assessing AFWERX SBIR/STTR requests, prepare analytical reports, make assessments, and manage case closures.
  • May be requested and required to participate in Proposal Support functions due to expertise

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work

This is full time position. Monday- Friday

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.

Experience

  • Presentation and written skills are essential as findings will be regularly presented, both orally and in writing.
  • Demonstrated ability to work from high-level, limited and evolving guidance to produce timely and effective results is highly desirable.
  • Ability to work both independently and with personnel from multiple organizations.
  • Experience with SBIR/STTR
  • Experience conducting all-source CI analysis to assess the threats posed by companies with identified risks via threat assessment reports.
  • Must have at least three (3) years of experience with collecting, evaluating and analyzing raw and processed intelligence reporting concerning threats to DoD technologies.
  • Must have at least three years of experience working in the principles, concepts, and methodologies of intelligence analysis and research to include statistical methods; link, pattern, and timeline analysis; and database manipulation. Must have at least one year of demonstrated knowledge in the authorship of finished intelligence which adheres to Director of National Intelligence (DNI) analytic tradecraft standards.
  • Must have at least three years of experience using analytical software and presentation tools, such as Analyst Notebook, Microsoft Publisher, Microsoft PowerPoint, and Adobe suite products. The contractor must be able to use these tools without extensive training.
  • Must have at least three years of experience with the link analysis process, including the ability to make connections between foreign intelligence entities and operations
  • Two or more years of experience and judgment in planning and accomplishing work independently and/or part of a working group or team to provide time sensitive and quick responses to Requests for Information.
