Summary

You will serve as an Instructional System Specialist in the Naval Education and Training Command of CENTER FOR SUBMARINE.

Duties

Help

  • You will identify new methodologies, technologies, and techniques to improve the development and delivery of assigned Learning Center's training.
  • You will provide the technical advice and assistance required for development of curriculum, tools, and program advances.
  • You will review and approve administrative policies and procedures for curricula, and faculty; adequacy and utilization of training aids and devices, facilities, equipment, testing, and student counseling.
  • You will serve as the principal advisor to senior leadership, providing expert recommendations on all training policies, curriculum, and strategic improvements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Position requires incumbent to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • Completion of Defense Acquisition University (DAU) courses: CLC 106 and CLC 222.Clearance: (LC specific).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilize curriculum development and software; 2) Develop statements of work to support curriculum development efforts; 3) Review and evaluate technology for application in technical training system/environment; and 4) Evaluate Ready Relevant Learning (RRL) curricula analysis documentation for alignment with sound Instructional Systems Design (ISD) principles and policies.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
