Visit us here to learn more about Accenture Infrastructure & Capital Projects About the Role We are seeking an experienced Project Manager to lead the delivery of complex infrastructure construction projects based in Ottawa. This role is responsible for managing projects from functional program development through design, implementation, and close-out, while ensuring alignment with approved scope, schedule, budget, and quality standards. The successful candidate will bring strong infrastructure and construction project delivery experience and a proven ability to manage multiple aspects of projects end-to-end while building and maintaining strong client relationships. Local and/or airport experience are considered assets but not requirements.

  • General Responsibilities:
    • Act as the Owner's principal representative for all Project-related matters.
    • Provide leadership and day-to-day oversight of construction and closeout.
    • Serve as the primary point of contact between the Owner and consultants, contractors, and authorities.
    • Serve as the primary project contact as outlined in the specific areas below and in the job description.
  • Consultant and Contractor Management:
    • Monitor the overall performance of the Prime Consultant, engineers, specialty consultants, and the Construction Manager against their contracted scopes and schedules.
    • Support the Owner with procurement documentation, evaluation, and contract negotiation.
    • Monitor and report on consultant performance, deliverables, and invoices.
    • Monitor and provide support for the Buy Ontario directive, ensuring that the Construction Manager is complying with all requirements, including Domestic Supply Chain plans for all contractors.
  • Budget and Financial Control:
    • Maintain and update the owner's overall project budget, inclusive of all hard costs, soft costs, contingencies, and Owner-direct expenditures.
    • Recommend cost control measures and review cost estimates at key milestones.
    • Track contingencies, change orders, and provide regular financial reporting to the Owner and the Building Committee.
  • Schedule Management:
    • Maintain an Owner's master project schedule encompassing design milestones, procurement, construction, commissioning, and occupancy.
    • Identify schedule risks and recommend mitigation strategies.
    • Advise the Owner on schedule variances and corrective actions.
  • Governance and Decision Support:
    • Prepare reports, briefing materials, and decision packages for the Owner and the Building Committee.
    • Identify matters requiring escalation and provide clear analysis of impacts on cost, schedule, and risk.
  • Risk, Quality, and Compliance:
    • Identify and manage Project risks.
    • Monitor quality assurance and quality control processes.
    • Ensure compliance with applicable legislation, codes, and permitting requirements.
  • Commissioning & Project Closeout
    • Monitor commissioning planning from early construction to ensure it is integrated into the project schedule and not treated as an afterthought.
    • Confirm that the CM and Prime Consultant are fulfilling their obligations to assemble and deliver closeout documentation, as-built drawings, warranties, and O&M manuals to the Client.
    • Coordinate with the client's facilities and operations team to plan occupancy, staff training, and the operational transition.
    • Confirm that all statutory declarations, lien holdback releases, and certificates of substantial and total performance are properly executed and retained.
  • Institutional & Stakeholder Coordination:
    • Support institutional leadership, curatorial staff, facilities, and operations teams in aligning project outcomes with long-term operational goals.
    • Manage communications and expectations across diverse internal stakeholder groups throughout all project phases.
    • Provide the interface between the project and the client's internal departments, ensuring the project does not place undue burden on staff without appropriate support.

HERE'S WHAT YOU'LL NEED:
  • Minimum 15 years of progressive experience in the management of large-scale complex construction projects, with demonstrated experience in an Owner's Representative or senior Client-side advisory capacity.
  • Bachelor's degree in Architecture, Engineering, Construction Management, or a related discipline.
  • Has served in a senior leadership capacity on projects with a construction value of $50 million or greater.
  • Holds a relevant professional degree (e.g., Architecture, Engineering, Construction Management).
  • Proven track record on institutional, cultural, civic, or technically complex projects of $50M or greater. Deep familiarity with Canadian construction delivery methods, including Construction Management (CM at Risk, CM Agency), Design-Bid-Build, and GMP contracting.
  • Strong understanding of CCDC contract forms and the division of responsibilities between Owner, Consultant, and Contractor under Canadian practice.
  • Demonstrated ability to manage complex budgets, schedules, and multi-party risks on behalf of institutional clients.
  • Experience working within formal governance structures and reporting to boards, building committees, or other oversight bodies.
  • Excellent written and verbal communication skills; ability to translate complex project issues into clear, actionable recommendations.
  • An advanced degree or relevant professional designation (P.Eng., OAA, PMP, RICS) is an asset.
  • Experience with art galleries, museums, cultural institutions, or technically complex, climate-sensitive exhibition environments.
  • Familiarity with conservation-grade HVAC, humidity control, UV-filtering systems, and specialty lighting requirements.
  • Familiarity with Ontario regulatory environment, including OBC, heritage designation processes, and municipal permitting.

  • High emotional intelligence and institutional diplomacy; adept at managing relationships with consultants, contractors, board members, and senior leadership.
  • Financial acumen: independent and rigorous in the assessment of cost reports, change orders, and contingency usage.
  • Sound judgment in distinguishing issues within delegated authority from those requiring escalation to governance bodies.
  • Ability to hold consultants and the CM accountable without displacing or duplicating their contractual responsibilities
