Summary

This vacancy is for an Information Technology Specialist (PLCYPLN) in the Office of the Secretary within the Department of Commerce.

Duties

Help

As an Information Technology Specialist (PLCYPLN), you will perform the following duties:

  • Evaluates risks associated with Information Technology (IT) programs and supports development of mitigation strategies. Represents the IT Portfolio team in meetings, providing guidance to stakeholders within established policies and procedures. Provides recommendations for improvements to IT Portfolio processes, policies, and procedures. Analyzes departmental and bureau portfolios and assists in preparing briefings for Chief Information Office IT Portfolio Reviews (ITPRs).
  • Participates in the management of IT investments through the department's IT Portfolio process, including support to the Commerce IT Review Board (CITRB), IT security and privacy, IT accessibility, and related IT governance functions. Serves as a member of the IT Portfolio Team, focusing on assessing the performance and risk of IT investments, evaluating compliance of initiatives with departmental IT objectives and project management practices, and contributing to recommendations for improving IT portfolio governance processes. Evaluates and reviews IT investments in accordance with established regulatory guidance. Assists in the review and validation of business cases, budgets, and investment performance data for external reporting and related reporting requirements.
  • Supports administration of portfolio management tools, including user support, issue resolution, and system navigation. Supports the evaluation and use of Technology Business Management (TBM) data and practices.
  • Assists in developing and delivering training and presentations for the agency IT Portfolio community. Uses written and oral communication skills to present analysis and recommendations to management.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-13 level, you must meet the following requirements:

Basic Requirement for the Information Technology Specialist, GS-2210 occupation series for the GS-13 (or equivalent) must have Information Technology (IT) related experience demonstrating each of the following competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail. -
  • Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. -
  • Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information. makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. AND
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations .Your resume must clearly describe your relevant experience.


AND

SPECIALIZED EXPERIENCE: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the of the position. This experience need not have been in the federal government.

You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as:

  • Performing IT Portfolio Management (ITPM), to include: assessing the health, performance and risk of IT investments; evaluating the compliance of new IT initiatives and investments against IT goals/priorities; and identifying ways to strengthen the IT portfolio governance process. AND
  • Evaluating, reviewing, and assessing IT investments as prescribed by a regulatory organization. AND
  • Identifying, documenting briefs strengths and weaknesses for investments that report on formal dashboards and external sites.
