ASSIGNMENT SUMMARY

Management of the Information Technology Services Department and Technical Support staff. Provide high-level technical support and guidance for KHEIR's network, servers, and applications to meet KHEIR organizational needs and ensure efficient use of resources. Utilize available technology resources to plan, design and implement KHEIR computerized information, health-related, and telephone systems. Perform duties as assigned related to all aspects of computerized systems operation.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
• Design, plan, and implement network system installations, conversions, expansions, and upgrades to achieve efficient use of resources
• Administer technical support for computer systems, health information systems, productivity and tracking applications, financial, telecommunications, and video teleconferencing systems.
• Provide technical support for telemedicine.
• Oversee IT hardware inventory.
• Research, evaluate and recommend hardware to meet organizational needs.
• Research, evaluate and recommend technological applications and procedures to meet organizational needs.
• Communicate with users to troubleshoot, diagnose and resolve network-related problems.
• Prioritize workload to efficiently support Kheir operations.
• Advise and recommend safe and ergonomic use of computerized systems.
• Produce timely reports to Management regarding system usage and capacity to ensure effective use of resources.
• Interpret system reports on server logs, WAN and LAN traffic, and usage to analyze cost of data and make timely recommendations to Management.
• Document software applications and recommend new applications where needed.
• Develop and maintain user manual documentation and procedures.
• Assist in the creation, and maintenance of an annual budget for the ITS Dept.
• Responsible for all aspects of supervision, training and performance evaluation of assigned staff.
• Provide appropriate security level access to the KHEIR network to employees.
• Communicate and coordinate with outside vendors and consultants as needed.
• Attend KHEIR staff and organization meetings as requested.
• Promote a positive customer service profile.
• Other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES
• Working knowledge of system software including Microsoft Office Products, Windows based server, Electronic Health Records (a Plus), IT Security.
• Working knowledge of hardware and software including communication protocols, computer network, and basic computer architecture, communication system, health related systems, and videoconferencing equipment.
• Working knowledge of current technology and industry support to meet current and future organizational needs.
• Knowledge of applications software including word processing, spreadsheets, and databases.
• Knowledge of basic network standards.
• Knowledge and ability to apply troubleshooting techniques for single- and multi-user systems
• Knowledge of operating systems including Windows and Unix.
• Knowledge of graphical design standards and common constraints to Internet implementation.
• Ability to prioritize workload and manage time effectively
• Ability to analyze user and network-related problems and implement solutions
• Ability to read, interpret, and implement technical procedures
• Effective use of communication skills with technical and non-technical staff
• Experience with electronic medical records.

MINIMUM QUALIFICATIONS AND REQUIREMENTS

Establish and maintain effective working relationships with all levels of staff and outside vendors in the course of duties.
• Minimum 2 years management experience.
• Microsoft Certified System Engineer preferred.

Information Systems Manager
• Valid California Driver's License, clean DMV and reliable transportation
• Cisco Certification desired but not required.

PREFERRED QUALIFICATIONS
• B.S. degree in computer science or related field with 5 years' experience working with computer-related systems or an equivalent combination of education and experience.

GENERAL AGENCY DUTIES

• Enforce clinic policies and procedures to ensure that the principles of KHEIR are implemented.
• Maintain confidentiality of all patients, and employee information.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

This is primarily an office-based position that requires only occasional bending, reaching, stooping, lifting, and moving of office materials weighing 25 pounds or less. The position requires daily use of a company-provided computer and entering, viewing, and revising text and graphics on a computer terminal and on paper. The position requires occasional travel to attend on-site and off-site meetings, funder visits, and community events.
