About the Department of Local Government Finance:
The Department of Local Government Finance is responsible for ensuring property tax assessment and local government budgeting are carried out in accordance with Indiana law. The Department is charged with publishing property tax assessment rules and annually reviewing and approving the tax rates and levies of every political subdivision in the state, including all counties, cities, towns, townships, school corporations, libraries, and other entities with tax levy authority.

Role Overview:

This position is responsible for overseeing the Information Systems Division and developing the overall strategy for delivering digital operations for the DLGF. As an outcomes-focused, strategic leader, this position will lead teams and work with DLGF leadership to ensure continued functionality of all DLGF software applications, ensure updates are made promptly to reflect new legislative requirements, and oversee all technology needs of the agency. The Director also represents DLGF interests in the Indiana Gateway web portal, a tool that collects and provides access to information about how public funds are budgeted and spent by Indiana's local units of government.

The IS Director will lead the department through a significant technology modernization effort, including defining the modernization vision, aligning it with organizational priorities, and overseeing successful implementation. Responsibilities include evaluating the current legacy system, identifying opportunities for improvement, integrating updated technologies, coordinating cross-departmental stakeholders, and ensuring continuity of operations throughout the modernization process. The Director will manage project timelines, budgets, and risk mitigation strategies; establish governance and communication frameworks; and guide staff through process changes, skill development, and new technology adoption. This function ensures the department's technology environment evolves effectively, securely, and sustainably to meet current and future operational needs.

Salary:

A Day in the Life:

The essential functions of this role are as follows:
  • Develop current and long-range direction of technology in accordance with the direction of the agency.
  • Set policies and procedures, technical standards and methods and priorities for information systems activities.
  • Dispense technical advice, guidance, direction, and authorization to carry out major plans and procedures.
  • Analyze new technologies and make recommendations.
  • Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.
  • Monitor time and dollar expenditures to ensure projects and budgets meet established targets
  • Represent the agency's information technology division at events and meetings
  • Assist in the budgeting process with agency senior management for the information technology division.
  • Coordinates, reviews, analyzes, and makes recommendations related to requests for proposals of information technology/security projects, ensuring that proposals comply with technical specifications and other IT strategic objectives.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.

What You'll Need for Success:

Individuals in this role should minimally be able to articulate or demonstrate the following:
  • Extensive knowledge of information technology, information security, information management, project management, and/or business management.
  • Ability to bridge technology and business goals to provide productive solutions.
  • Broad knowledge of all information technology disciplines and general business theory.
  • Considerable knowledge of the organization and management of state government.
  • Ability to negotiate complex and large sum agreements with other agencies, divisions and outside vendors.
  • Effective communication skills.
  • Ability to frame issues based on the policy implications associated with managing what is otherwise a very technical discipline.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

A degree is not required. However, at least 5+ years of experience in Computer Science or Information Technology applying the outlined knowledge, skills, and abilities in a similar role may be considered.
