Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: You will work in the Safety Office providing advice and technical consultation to the Portland District; responsible for integrating safety into all management and work practices and supporting programs and processes that protect the workforce, the public, and the environment.

Duties

• Conducting pre-evaluation briefings at projects to discuss the purpose of the evaluation and the general approach to be taken, and to obtain information of unusual problem areas.
• Briefing operational and safety supervisory personnel to outline preliminary findings and possible means of correcting problems.
• Planning and conducting complete evaluations of work operations involving potentially hazardous environmental conditions, analyzing findings, and recommending corrective measures and controls.
• Performing, organizing and/or directing on-site surveys and investigations and conducts literature searches to determine nature and severity of hazards present.
• Participating in the review of plans for evaluation of the adequacy of health hazard controls.
• Preparing technical report identifying health hazards and recommending measures for their reduction or elimination.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Industrial Hygienist:

Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

OR

Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

Certification from the American Board of Industrial Hygiene (ABIH)

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes 1.) performing industrial hygiene investigations and/or surveys for occupational health hazards; 2.) preparing survey findings reports from environmental samples; 3.) conducting quantitative and qualitative risk assessments; 4.) developing and implementing an industrial hygiene and occupational health program; and 5.) reviewing plans and designs to evaluate adequacy of health hazard controls. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Chemistry, Industrial Engineering, Physics, Biology, Industrial Hygiene, Environmental Health, Occupational Safety.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
