Job Summary:

This position is accountable for providing technical planning support for instrumentation and electrical work associated with plant shutdowns, outages, and turnarounds. The I&E Turnaround Planner is responsible for converting approved turnaround scope into safe, detailed, and executable work packages that support schedule development, material readiness, contractor alignment, and field execution.
The position works within the Work Management Information System (WMIS) and applicable turnaround planning systems to develop detailed job plans, prepare work packages, estimate labor, coordinate materials and services, define testing and commissioning requirements, and support execution readiness. The planner maintains ownership of assigned I&E turnaround work from scope validation through closeout and lessons learned.
The planner works closely with Operations, I&E, Maintenance, Engineering, Reliability, Procurement, Warehouse, Turnaround Management, Contractors, and other stakeholders to ensure turnaround activities are properly scoped, planned, scheduled, and executed. The position is responsible for ensuring work plans incorporate CF standards, government regulations, site safety requirements, applicable codes, manufacturer requirements, and sound instrumentation and electrical maintenance practices.

• Maintain an orderly flow of assigned turnaround work orders, ensuring approved I&E scope progresses in accordance with established turnaround priorities, milestones, and readiness requirements.

• Lead planning activities for assigned I&E turnaround work scopes, including scope clarification, field validation, work breakdown, labor estimates, material planning, contractor requirements, execution sequencing, quality controls, and readiness reviews including reviewing contract planning work packages.

• Participate in turnaround worklist development, scope challenge sessions, worklist validation, risk assessments, constructability reviews, schedule reviews, and readiness assessments to ensure work is justified, clearly defined, and executable within the approved outage window.

• Conduct detailed field walk-downs with Operations, I&E Technicians, Engineering, Contractors, and other stakeholders to confirm equipment identification, access, isolation boundaries, removal requirements, cable routing, test points, temporary facilities, and work-area constraints.

• Develop complete work packages that clearly identify prerequisites, craft steps, labor hours, crew composition, materials, drawings, vendor data, permits, isolations, test equipment, special tools, inspection points, acceptance criteria, restoration requirements, and execution sequencing.

• Support turnaround schedule development by providing logical activity breakdowns, durations, predecessor and successor relationships, resource requirements, system turnover needs, and testing or commissioning constraints.

• Develop and maintain planning milestones for assigned scopes and promptly communicate risks that could affect engineering completion, material delivery, contractor mobilization, schedule integration, or execution readiness.

• Plan work for instrumentation and control systems including transmitters, control valves, analyzers, switches, thermocouples, instrument tubing, junction boxes, control panels, distributed control system interfaces, programmable logic controller interfaces, and safety instrumented system devices as applicable.

• Plan electrical work involving motors, motor control centers, switchgear, transformers, variable frequency drives, breakers, relays, heaters, lighting, grounding, cables, terminations, and associated distribution equipment as applicable to the approved turnaround scope.

• Ensure work packages identify required calibration, loop checks, functional testing, insulation resistance testing, continuity checks, relay testing, rotation checks, cause-and-effect verification, interlock testing, and other pre-commissioning or commissioning activities appropriate to the work.

• Identify and include applicable technical documents such as P&IDs, loop drawings, wiring diagrams, schematics, one-line diagrams, logic narratives, cause-and-effect documents, data sheets, hazardous-area requirements, equipment manuals, and manufacturer instructions.

• Coordinate with Engineering to resolve technical questions, drawing discrepancies, design changes, obsolescence concerns, and Management of Change requirements before execution.

• Ensure job plans incorporate appropriate electrical safety, arc-flash, hazardous-energy control, grounding, testing, instrument isolation, electrical isolation, permit, and risk-mitigation requirements.

• Identify, specify, reserve, and coordinate stock and non-stock materials, spare parts, cables, glands, fittings, tubing, instruments, electrical components, consumables, and job-specific kits required for execution.

• Work with Procurement, Warehouse, Engineering, suppliers, and original equipment manufacturers to verify specifications, acceptable alternates, lead times, delivery dates, preservation requirements, and material status.

• Identify and coordinate specialized test instruments, calibration equipment, temporary power, lifts, scaffolding, rental equipment, vendor representatives, and specialty services required for the work.

• Develop contractor bid packages and planning information that clearly define scope boundaries, labor assumptions, required qualifications, deliverables, testing responsibilities, documentation expectations, and site interfaces.

• Coordinate with Contractors and contract planners to validate job plans, resource loading, tools, material availability, training, site access, and work prerequisites before mobilization.

• Coordinate with the Maintenance Scheduler and Turnaround Scheduler to support schedule development, resource loading, work prioritization, sequencing, and integration of I&E activities with mechanical, operations, engineering, and project work.

• Maintain an active field presence during the turnaround to answer plan questions, resolve planning deficiencies, coordinate emergent planning needs, and support safe and efficient execution within established change-control processes.

• Coordinate planning impacts associated with discovered conditions, approved scope changes, material substitutions, engineering revisions, and schedule changes. Ensure changes are documented and communicated to affected stakeholders.

• Support system completion, punch-list management, testing, commissioning, turnover, and return-to-service activities by ensuring responsibilities, prerequisites, and acceptance requirements are clearly defined.

• Collect completed test forms, calibration records, redlines, inspection results, vendor reports, as-found and as-left data, and other required records for equipment history and turnover documentation.

• Close work orders and update equipment records, Bills of Material, task lists, job plans, material references, and maintenance history in WMIS based on actual execution feedback.

• Participate in post-turnaround reviews, capture lessons learned, and identify opportunities to improve scope quality, work-package quality, material readiness, schedule integration, contractor coordination, execution performance, and future turnaround planning effectiveness.

• Understand and comply with departmental processes and procedures supporting internal controls and identify opportunities for process improvement.

• Support site EHS initiatives through active participation in environmental, health, and safety programs and compliance with all applicable policies and procedures.

• Support continuous improvement of standard job plans, estimating norms, planning templates, package quality expectations, and turnaround planning practices.

• Monitor industry practices and emerging technologies that can improve I&E maintenance effectiveness, testing quality, cost control, work execution, and plant reliability.

• Respond to plant and turnaround needs outside normal working hours as necessary to support outage execution and return-to-service objectives.

Position Requirements:

1. Bachelor of Science degree in Electrical Engineering, Instrumentation or Controls Engineering, Construction Management, or a related technical field with two years of relevant industry experience; or Certified Journeyman Electrician, Instrumentation Technician, Fully Qualified I&E Maintenance Technician, or equivalent trade professional with a minimum of five years of industrial I&E maintenance experience. Previous planning, turnaround, or supervisory experience preferred.

2. Experience planning shutdown, outage, or turnaround work in an industrial, chemical, refinery, fertilizer, power generation, or manufacturing environment preferred.

3. Strong communication skills including the ability to effectively communicate with Operations, Maintenance, Engineering, Procurement, Warehouse, Contractors, and Leadership.

4. Demonstrated ability to coordinate work across Operations, Maintenance, Engineering, Procurement, Contractors, and other stakeholders to achieve safe and efficient execution of turnaround activities.

5. Strong analytical, troubleshooting, organizational, and decision-making skills.

6. Strong working knowledge of industrial instrumentation, controls, analyzers, electrical distribution equipment, motors, protective devices, calibration, testing, commissioning, and safe work practices.

7. Ability to read and apply P&IDs, loop drawings, wiring diagrams, schematics, one-line diagrams, logic narratives, cause-and-effect documents, data sheets, equipment manuals, and technical specifications.

8. Proficient in Microsoft Office applications and capable of effectively utilizing WMIS, SAP, or equivalent maintenance management systems to develop work plans, maintain planning data, and support turnaround execution.

9. Ability to perform field walk-downs, evaluate work execution constraints, gather planning information, and develop practical I&E execution strategies.

10. Working knowledge of labor estimating, contractor coordination, resource planning, material management, schedule logic, system turnover, testing, commissioning, and work execution sequencing for turnaround activities.

11. Results oriented with strong initiative and ownership.

12. Strong interpersonal skills and ability to work effectively in a team environment.

13. Must be able to climb towers, enter confined spaces, and lift up to 50 pounds.

14. Ability to work independently, manage multiple priorities simultaneously, and maintain strong attention to detail and organizational skills.
