Full Job Description
Purpose:

Provide leadership and direction for the Instrumentation & Electrical (I&E) function across the LBC Houston and Seabrook terminals. Oversee the integrity, reliability, and continuous improvement of electrical, instrumentation, and process control systems. Lead capital and operational projects to enhance terminal automation, regulatory compliance, and operational excellence.

Responsibilities:
  • Supervise and support the terminal I&E team, including responsibility for staffing, performance management, scheduling, training, and professional development.
  • Develop, implement, and oversee preventative and predictive maintenance programs for all electrical, instrumentation, and process control assets.
  • Lead troubleshooting and root cause analysis of complex I&E and process control issues to ensure timely and reliable solutions.
  • Oversee the reliability and availability of instrumentation, PLCs, and automation systems.
  • Ensure proper documentation and management of P&IDs, control system architecture, wiring schematics, and loop diagrams.
  • Provide technical input on engineering designs, instrumentation specifications, and electrical/control layouts for capital projects and terminal upgrades.
  • Serve as project manager for assigned I&E related projects, overseeing scope development, contractor coordination, budget tracking, construction quality assurance, and commissioning.
  • Enforce compliance with internal standards and industry regulations for all repairs and installations.
  • Lead or participate in Management of Change (MOC) reviews for any modifications impacting I&E or control systems.
  • Develop commissioning plans and QA/QC checklists to ensure successful startup of I&E and control systems.
  • Prepare technical reports, design packages, and procurement specifications for instrumentation, control systems, and related infrastructure.
  • Support and maintain control system integration and cybersecurity best practices.
  • Develop long range strategies for asset integrity, lifecycle management, and modernization of I&E systems.
  • Lead the implementation and continuous improvement of policies, procedures, and best practices related to instrumentation and control systems.
  • Establish and maintain technician competency matrices, training plans, and certification programs to elevate team capabilities.
  • Interface with operations, engineering, maintenance, and HSSEQ departments to align I&E and control activities with terminal and LBC goals.

Qualifications
  • Bachelor's degree in Electrical Engineering, Instrumentation & Controls, or related technical field required. Equivalent experience in lieu of a degree may be considered.
  • Minimum 7 years of progressive experience in I&E roles, with at least 3 years in a supervisory or leadership capacity.
  • Proven experience in process controls and instrumentation systems within a chemical, petrochemical, or terminal environment.
  • Demonstrated track record in project management, including capital project execution, commissioning, and contractor oversight.
  • Working knowledge of relevant standards and codes (e.g., NEC, API, ISA, IEC, NFPA, IEEE, OSHA).
