Summary

This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as a Human Resource Specialist (Workforce Development) action officer/technical resource with assigned responsibility for developing, managing, and fielding the Joint Staff Civilian Leader Professional Development and Training (CLPDT), policies, and programs.

As a HUMAN RESOURCES SPECIALIST (HUMAN RESOURCE DEVELOPMENT) at the GS-0201-12/13 some of your typical work assignments may include:

FOR GS-12:

  • Develops, manages, and fields the Joint Staff Civilian Leader Professional Development and Training (CLPDT), policies, and programs.
  • Designs, develops, and implements situational analysis approaches and techniques to assess the current state of the Joint Staff Civilian Leader Professional Development and Training program for any of a variety of issues such as establishing an orientation program for new members of the workforce, and requirements for developing incumbents in professional development.
  • Performs all processes related to procurement of training and training requirements, student registration and confirmation, quota management, training completions and no-shows, interface with automated tracking systems and management of SF 182 training requests for the Joint Staff.
  • Applies broad management objectives and implications of training; knowledge of incumbent development theory, principles, and practices; and particularly knowledge of the latest developments and applications in the field of incumbent development and training;
  • Provides management advisory services for organizations that are frequently complex, new, or dynamic in nature including high-level professional and managerial officials with training needs that are top priority to JS and senior leadership.


FOR GS-13:

  • Applied Federal management and Human Resources in the areas of workforce development and training, principles, theories, and practices as these relate to Workforce and Leadership development functions;
  • Support policy reviews to garnish effectiveness of established policies and practices; coordinates and supports in the development of process improvement, policy updates and or changes;
  • Provides management advisory on workforce development opportunities and programs to the leaders and employees in the organization that are frequently complex, new or dynamic in nature. Advice may include high-level professional level officials, to include Senior Leaders;
  • Performs all processes related to procurement of training and training requirements, student registration and confirmation, quota management, training completions and no-shows, interface with automated tracking systems and management of SF 182 training requests for the Joint Staff, to include processing Government Purchase Card payments and reconciliations.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development in the application of new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems that arise;
  • Applying Federal management and Human Resources principles, theories, and practices as they relate to Human Resources Development functions;
  • Conducting policy reviews to evaluate effectiveness of current policies and practices and develop proposals to change or improve them.


You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:

  • Applying Human Resource Development (HRD) learning theories, concepts, laws, regulations, and principles, as well as state-of-the-art HRD theories and practices regarding career development;
  • Applied Federal management and Human Resources in the areas of workforce development and training, principles, theories, and practices as these relate to Workforce and Leadership development functions;
  • Assisting in conducting policy reviews to evaluate effectiveness of current policies and practices;
  • Support policy reviews to garnish effectiveness of established policies and practices; coordinates and supports in the development of process improvement, policy updates and or changes


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
