Summary

This position is located in Bureau of African Affairs, Human Resources Division.

Duties

Help

  • Serves as an expert advisor recognized by Departmental HR staff and program managers consultative
    service involving at least one of the core HR functions (e.g., staff acquisition, human resource strategy,
    organization and position management, etc.)
  • Performs a key role in rendering expert advisory service and authoritative policy interpretations
    on highly complex Bureau wide or equivalent issues (e.g., business process reengineering, new HR systems development or implementation)
  • Leads or personally conducts projects to develop or evaluate proposals or initiatives to improve the effectiveness and efficiency of human resources management (HRM).
  • Ensures personnel actions and processes conform to applicable laws and regulations.
  • Evaluates the extent to which policies or procedures are understood by personnel and takes measures to correct understanding or application.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience performing a full range of HR functions including but not limited to staff acquisition, performance management, position management, and employee benefits.
  • Experience processing personnel actions within the Foreign and/or Civil Service in accordance with applicable laws and regulations.


There is no substitute of education for specialized experience for the GS-13 position.
