Job Summary: The Human Resources Manager serves as a strategic and operational partner to leadership, supporting both corporate functions and field operations across multiple job sites. This role is responsible for driving HR initiatives that ensure legal compliance, strengthen safety culture, and support workforce effectiveness in high-risk, labor-intensive environments.
This position is based out of the Northwest region Corporate office (Elko, NV), and reports to the CFO.
The ideal candidate brings strong knowledge of employment laws and regulatory compliance, along with the ability to build trusted relationships with operations leaders, superintendents, and field personnel.
Job Duties and Responsibilities:
• Ensure full compliance with all federal, state, and local employment laws and regulations, including wage and hour laws, FMLA, ADA, EEO, and industry-specific requirements.
• Partner closely with safety teams to support compliance with OSHA and/or MSHA standards and reinforce a safety-first culture.
• Lead and manage workplace investigations, including employee complaints, harassment claims, and policy violations.
• Oversee proper documentation and consistent application of disciplinary actions and terminations to mitigate legal risk.
• Maintain and update HR policies and procedures in alignment with evolving regulatory requirements.
• Act as a trusted advisor to operations leadership, including project managers, superintendents, and department heads.
• Provide practical HR guidance that balances compliance requirements with operational realities in the field.
• Build strong relationships with field employees to foster trust, engagement, and open communication.
• Support workforce planning efforts, including staffing for remote or project-based job sites.
• Coach leaders on employee relations, performance management, and conflict resolution
• Serve as the primary point of contact for employee relations issues across multiple locations.
• Address and resolve complex workplace concerns in a timely, fair, and consistent manner.
• Promote a respectful and inclusive work environment across both field and office settings.
• Partner with recruiting to develop strategies for attracting and retaining skilled labor in competitive and rural markets.
• Support hiring managers in effective selection and onboarding processes.
• Implement retention initiatives tailored to high-turnover, physically demanding roles.
• Drive consistent performance management practices across departments and job sites.
• Train and coach managers on employee development, accountability, and documentation.
• Support leadership in managing underperformance and making informed employment decisions.
• Oversee HR systems (HRIS, ATS, payroll) to ensure accuracy and efficiency.
• Track and analyze HR metrics such as turnover, time-to-fill, and employee engagement.
• Use data to identify trends and recommend actionable improvements.
Requirements:
• Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience)
• 5+ years of progressive HR experience, preferably in construction, mining, industrial services, or similar industries
• Strong knowledge of employment laws and compliance requirements
• Experience supporting multi-site or field-based operations
• Proven ability to handle complex employee relations issues and investigations
• Strong business and operational acumen
• High level of integrity and sound judgment
• Ability to influence and build relationships at all levels
• Effective conflict resolution and problem-solving skills
• Adaptability in fast-paced, high-demand environments
Preferred
• HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
• Experience with OSHA/MSHA environments.
• Bilingual (English/Spanish) is a plus.
Work Environment:
• Combination of office and field environments, including active job sites.
• Regular travel to various project locations may be required.
• Exposure to industrial and construction settings.
