HR Manager / Head of HR Location: Webster, Texas Position Type: Full-time, on-site
KULR is looking for a hands-on HR leader to take ownership of the company's human resources function. This is a good opportunity for someone who is ready to step into a broader role, work directly with senior leadership, and make a visible impact across the organization.
This is an on-site position in Webster, Texas. It is not a remote role.
The RoleThe HR Manager / Head of HR will be responsible for both sides of HR: keeping the company compliant and well organized while also helping make KULR a place where people want to work.
You will be the company's primary HR professional and will handle a wide range of responsibilities rather than managing a large HR department. A meaningful part of this job is balancing the steady cadence of federal and state compliance requirements and filings against the many other things that need to get done day to day - without letting either slip. We are looking for someone who enjoys that kind of variety, takes initiative, and is comfortable operating in a relatively flat organization.
The company's outgoing Head of HR will remain available for approximately one to two months to help with the transition, explain existing processes, and provide context on the organization.
ADP is our payroll platform. This role runs payroll and owns the employee information, changes, and internal coordination needed to support payroll and benefits administration.
Key Responsibilities- Serve as the primary point of contact for employee questions and HR matters
- Maintain compliance with federal, state, and local employment requirements, and prepare and submit the related filings and reports on time (e.g., EEO-1, ACA, OSHA recordkeeping, I-9/E-Verify, new-hire reporting, and benefit plan filings)
- Support the HR-related obligations that come with being a public company, including benefit plan compliance and the workforce data and disclosures leadership relies on
- Run payroll through ADP and manage the employee changes that feed it
- Own the onboarding experience end to end, so that every new hire is set up, welcomed, and productive quickly
- Assign required training and monitor completion - not only federal- and state-mandated training, but company-mandated training such as safety, cybersecurity awareness, ethics, and role-specific requirements
- Manage offboarding, employee records, and HR documentation
- Coordinate benefits administration and payroll-related employee changes through ADP
- Support recruiting, interviewing, and hiring across the company
- Help managers address employee relations and performance issues
- Maintain and improve company policies, the employee handbook, and HR procedures
- Coordinate performance reviews, compensation discussions, and employee development efforts
- Lead employee engagement, recognition, communication, and culture-building initiatives
- Support the opening and staffing of KULR's new nearby facility
- Identify HR processes that can be simplified, automated, or handled more effectively
- Use AI and other technology responsibly to improve recruiting, documentation, communication, analysis, and routine HR work
- Provide practical HR guidance to senior leadership and managers
What We Are Looking ForWe are not looking for someone with decades of experience or a long list of impressive titles. We are looking for someone capable, energetic, organized, and ready to take ownership.
The right person will be comfortable moving between strategic questions and routine administrative work. On the same day, you may advise a manager on an employee issue, run a payroll change in ADP, update a policy, interview a candidate, chase down an overdue training completion, and plan an employee engagement activity.
Strong candidates will have:
- Broad HR experience, with enough knowledge to independently manage day-to-day HR responsibilities
- A working understanding of employment law, compliance, employee relations, recruiting, benefits, payroll, and HR administration
- Familiarity with the compliance and filing requirements that apply across federal and state jurisdictions
- The judgment to know when an issue can be handled internally and when outside legal or specialist advice is needed
- Strong written and verbal communication skills
- A practical, solutions-oriented approach
- The ability to work independently without waiting to be told what to do
- Comfort working directly with executives, managers, and employees at every level
- An interest in using AI and modern technology to work more efficiently
- The ability to handle confidential and sensitive matters with sound judgment
Experience in technology, aerospace, manufacturing, engineering, batteries, or another technical environment would be helpful, but it is not required. Experience at a publicly traded company is a plus.
A bachelor's degree and professional HR certification are preferred, but demonstrated ability, judgment, and initiative are more important than credentials alone.
