Human Resources Manager- Houston TX Headquarters

Cenergy is seeking a dynamic and experienced Human Resources Manager to lead and support all aspects of human resources operations from our Corporate Headquarters in Houston, Texas. The HR Manager will serve as a strategic business partner to corporate leadership, operations teams, recruiters, and client stakeholders across Cenergy's North American operations. This role is responsible for driving HR initiatives that support business growth, workforce engagement, regulatory compliance, and organizational effectiveness throughout the United States and Canada.
The HR Manager will provide direct support to all North America programs and client engagements, requiring regular interaction with employees, hiring managers, client representatives, and field personnel. The position requires periodic travel to client sites and operational locations to support hiring initiatives, employee relations, workplace investigations, performance management, offboarding activities, workforce restructuring efforts, compliance matters, and employee advocacy.

Duties and Responsibilities
  • Serve as the primary HR business partner supporting Cenergy's North American operations, including corporate, field, remote, and client-based employees.
  • Partner with program managers, recruiters, operations leaders, and client representatives to develop workforce strategies that support business objectives across the United States and Canada.
  • Provide guidance and support on employee relations, workforce planning, organizational changes, policy interpretation, and talent management initiatives for all North America programs.
  • Ensure consistent application of HR policies, procedures, and employment practices across multiple locations and jurisdictions.
  • Support rapid workforce expansion, project mobilization, contractor management, and workforce transitions associated with client programs.
  • Monitor workforce trends, employee engagement metrics, retention data, and performance indicators to recommend continuous improvement initiatives.
  • Collaborate with recruiting teams to support strategic hiring activities, workforce forecasting, and talent acquisition efforts for client projects and corporate functions throughout North America.
Employee Relations, Investigations & Client Support
  • Travel to client locations and operational sites throughout North America as needed to support hiring, onboarding, employee relations, disciplinary actions, workplace investigations, performance improvement plans, reductions in force, and employee separations.
  • Conduct investigations involving employee complaints, allegations of discrimination, harassment, retaliation, policy violations, workplace misconduct, and other sensitive employment matters.
  • Partner with client leadership and internal stakeholders to resolve workplace issues while maintaining compliance with company policies and applicable employment laws.
  • Facilitate and oversee performance improvement plans (PIPs), corrective action processes, and employee coaching initiatives.
Compliance & Risk Management
  • Lead responses to EEOC charges, unemployment claims, employment-related complaints, and governmental agency inquiries.
  • Coordinate with executives, operations leaders, and legal counsel regarding investigations, litigation support, audits, and compliance matters.
  • Ensure compliance with all applicable federal, state, provincial, and local employment regulations impacting North American operations.


Travel Requirements
Travel
  • Ability to travel up to 25% of the time throughout the United States and Canada.
  • Travel will support North American operations and client programs, including recruiting events, workforce planning initiatives, employee relations matters, investigations, performance improvement plans, employee releases, terminations, organizational restructures, and client meetings.
  • Occasional overnight and extended travel may be required based on business needs and client requirements.


Preferred Qualifications
  • BA degree of equivalent progressive experience in Human Resources
  • Experience supporting multi-state and Canadian workforces.
  • Working knowledge of U.S. and Canadian employment laws and HR best practices.
  • Experience in the staffing, energy, engineering, technical services, construction, or workforce solutions industries.
  • Proven success supporting geographically dispersed workforces and client-driven service organizations throughout North America.
