Minimum Qualifications
Seven years of human resources experience; OR

An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus three years of human resources experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
  • Directs, manages, and evaluates department-wide human resources programs, including classification and compensation, and performance management.
  • Serves as an ADA Coordinator
  • Provides leadership and guidance to Human Resources Managers and staff, establishes program goals and work standards, and evaluates program effectiveness.
  • Provides strategic HR guidance and technical assistance to LDH 24-hour facilities to ensure compliance with LDH policies, Civil Service Rules, and LaGov HCM requirements.
  • Advises the Human Resources Director and department leadership on HR policies, procedures, and the potential impact of changes in federal and state laws, regulations, and Civil Service Rules.
  • Serves as the primary Emergency Preparedness Coordinator for HR, coordinating with management and governmental entities to ensure statewide readiness for emergency situations and human resources needs.
  • Represents LDH at State Civil Service hearings, Commission meetings, and other meetings with employees, department management, Civil Service officials, and professional organizations.
  • Serves on committees and task forces addressing human resources matters and recommends new or revised policies and procedures to improve the effectiveness of LDH's HR programs.
