We Require
  • Two years of professional-level Human Resources experience in one or more of the following functional areas: Recruitment/Talent Acquisition, HR Operations, Classification and Compensation, Payroll, Benefits Administration, Employee Relations, Labor Relations, Learning and Organizational Development, HR Compliance, and/or Human Resources Information Systems (HRIS)
  • Bachelor's degree in Human Resources, Human Resources Management, Personnel Management, Public or Business Administration, or a closely related field
  • Additional professional-level Human Resources experience may substitute for the minimum education requirement on a year-for-year basis

Job Contributions
  • Consults with supervisors and managers to assess Human Resources needs, interpret and apply personnel laws, policies, and procedures, evaluate options, and provide guidance and recommendations on employee performance, employee relations, discipline, leave, grievances, and other personnel matters
  • Conducts complex workplace investigations using research, data analysis, and technology-based resources to gather, analyze, and reconcile evidence from multiple sources; interprets system-generated reports and electronic records, identifies trends and inconsistencies, and develops fact-based findings in partnership with legal counsel as appropriate
  • Provides guidance and counsel on complex employee relations matters; interprets and applies Human Resources laws, policies, and procedures; and develops recommendations for corrective action, discipline, and other resolutions to promote consistent personnel practices
  • Develops and implements recruitment and talent acquisition strategies, including identifying candidate sources and partnering with management throughout the recruitment, interview, and selection process
  • Researches and analyzes Human Resources data and issues, prepares reports and written correspondence, interprets findings, develops recommendations, and develops, implements, and improves HR programs, processes, and procedures
  • Works with management and employees to support compliance with applicable employment laws and requirements, including the ADA, FLSA, FMLA, ADEA, and other applicable requirements
  • Researches and assists with responses to EEOC charges, unemployment claims, Merit System appeals, and other employment-related matters.
  • Partners with County Compensation and management regarding wage offers, salary advancements, market reviews, staffing needs, position utilization, and other compensation or workforce matters
  • Designs, develops, and delivers Human Resources training and presentations to management and staff


Working Conditions
  • Position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • Ability to exert up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, and requires walking/standing to a significant degree
  • Valid Arizona driver's license is required upon
