The primary purpose of this position is: To serve as Assistant Deputy for Enlisted Accessions and Airman Development, Assistant Secretary of the Air Force (Manpower and Reserve Affairs), Deputy Assistant Secretary (Force Management Integration), Pentagon, Washington, D.C.

  • Serves as the principal advisor to the Deputy Assistant Secretary of the Air Force (Force Management Integration) and/or the Assistant Secretary of the Air Force (Manpower and Reserve Affairs), Office of the Secretary of the Air Force, on all matters pertaining to Total Air Force and DoD-wide military recruiting matters.
  • As the principal advisor to the Deputy Assistant Secretary (Force Management Integration) and/or the Assistant Secretary (Manpower and Reserve Affairs), Office of the Secretary of the Air Force, on all matters pertaining to the development of policy and management of programming, budgeting, and execution of active component enlisted accession incentives and the development of reserve component incentive policy.
  • Leads working groups, task forces or ad hoc groups in development of Air Force and Assistant Secretary of the Air Force (Manpower and Reserve Affairs) accession and retention programs and initiatives focusing on increasing the effective and efficient use of Institutional Air Force programmatic resources through management redesign and process review.
  • Prepares, executes and provides executive oversight of special projects, studies, and audits within Deputy Assistant Secretary of the Air Force (Force Management Integration), or participates in similar efforts that are hosted or led by external agencies.
  • Performs a wide range of analytical and management functions within the Secretariat in support of incumbent's oversight of Total Force Recruiting and Accession responsibilities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes: (1) Mastery of quantitative and qualitative analytical and evaluative methodologies used to address complex organizational issues; use principles, concepts, laws, and regulations of program analyses, budgeting, and administration sufficient to generate new concepts and methodologies in the field for broad and emerging agency wide programs of national scope where no precedents exist. (2) Expert knowledge of all events and products of the Air Force Accessions and Retention process for both Officers and Enlisted personnel and across all three Air Force Components (Regular Air Force, Air National Guard, and Air Force Reserve); detailed and comprehensive of the enlisted accessions and incentives process, officer commissioning sources, and retention incentives. (3) Mastery of and skill in applying laws, regulations, policies, precedents, methods, and techniques in order to develop long range plans and policies; advising other financial or budget experts throughout the agency and/or other agencies on issues that involve applying or tailoring methods and procedures developed by the employee to a variety of situations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery of the specialized areas of military recruiting and accessions, training and development, and retention as they apply to the organizational environment of the Department of Defense, understanding of military organization and commander issues sufficient to initiate and develop force management and personnel strategic plans, policies and programs to support Air Force active duty, Guard, and Reserve personnel.

2. Comprehensive knowledge of the specialized areas of law, instructions, and policy related to Military Professional Education and Developmental Education.

3. Ability to evaluate and assess program effectiveness in all echelons of command, prepare reports on accomplishment of program objectives, support a detailed integration effort, and developing recommendations while representing a wide variety of viewpoints.

4. Comprehensive skill in communicating effectively with tact and diplomacy, orally and in writing, to advocate positions; to respond to criticism of the organization's functions or performance; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts by concerned publics; and to negotiate complex issues, programs, and functions with people having varying levels of understanding.

5. Extensive planning skills and ability to independently manage short- and long-term projects and to cultivate and sustain positive working relationships to project completion.

6. Broad knowledge of Air Force military mission, organization, and work processes, program goals and objectives,the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness ofplanning actions as related to actual events.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
