Flare Construction is hiring an HSE Manager to lead the day-to-day health, safety, and environmental program across our Civil and Gas division field operations. This is a hands-on leadership role for an experienced safety professional who is equally comfortable behind a desk building policy and in the field reinforcing culture.
You will manage a team of field safety professionals, oversee regulatory compliance across DOT, OSHA, and PHMSA programs, and work directly with division leadership to keep our crews safe and our operations running right. What You'll Do- Lead the day-to-day field safety program across Civil and Gas division project sites, ensuring consistent implementation of Flare HSE policies and Quanta Services standards
- Supervise Field Safety Representatives and the Health & Safety Coordinator; provide direction, performance feedback, and professional development support
- Develop and maintain safety policies, JSA procedures, EMS documentation, and training materials
- Coordinate with the OQ Manager and Fleet on DOT/FMCSA and DOT/PHMSA compliance documentation
- Oversee the company drug and alcohol program (DOT and non-DOT), including policy compliance, testing coordination, and record maintenance
- Manage the safety training program, including new hire orientation, ongoing technical training, and scheduling of in-house and online safety courses
- Conduct regular job site visits to evaluate safety performance, identify hazards, and reinforce compliance with applicable regulations
- Lead incident investigations; determine root cause, develop corrective action plans, and report findings to leadership
- Maintain and administer safety management platforms including HCSS Heavy Job Safety, ISNetworld, Veriforce, PEC, and NCCER
- Maintain OSHA 300/300A/301 injury and illness recordkeeping; manage annual 300A posting requirements and ensure records are audit-ready for OSHA, client prequalification, and Quanta reporting purposes
- Coordinate injured worker case management to support timely and appropriate return-to-work outcomes
- Prepare and manage the safety department training budget
- Collaborate cross-functionally with Operations, Fleet, HR, and Project Management to integrate safety requirements into project planning
What You'll BringRequired- Minimum 5 years of experience in construction safety, with knowledge of civil and oil and gas pipeline environments
- Minimum 2 years of supervisory experience in a safety-related role
- Working knowledge of OSHA 1926, DOT Part 192/195, and PHMSA regulations
- Experience administering DOT and non-DOT drug and alcohol programs
- OSHA 30-Hour Construction certification
- First Aid/CPR/AED certification
- Valid driver's license and clean driving record; ability to travel to project sites regularly
- Strong written and verbal communication skills; ability to prepare reports, policies, and training materials
Preferred - Experience managing a team of safety professionals
- CSP, CHST, or GSP designation is a plus
- Bachelor's degree in occupational safety, environmental health, construction management, or related field; equivalent experience considered
