Full Job Description
The APS Americas HSE Manager serves as the regional Health, Safety, Environmental (HSE) subject matter expert and strategic leader for manufacturing operations across the United States and Mexico. Reporting to the APS Americas Sr. Manager, the role provides leadership, governance, and technical support to manufacturing sites in support of GoalZERO and Operational Excellence objectives. This position partners with Site Leadership and their team, Manufacturing Support Staff, and Global APS HSE networks to strengthen HSE performance, ensure compliance, and build site ownership of HSE systems and programs. This position drives regional alignment of HSE expectations, facilitates sharing of best practices, supports risk reduction initiatives, and serves as a key resource for incident learning and organizational capability building. #LI-LL2

A Day in the Life

Regional HSE Leadership & GoalZERO Culture
  • APS Americas functional leader for HSE GoalZERO programs, providing technical expertise, governance, and strategic direction across U.S. and Mexico manufacturing
  • Strengthen HSE culture and organizational capability through coaching, mentoring, engagement, hazard recognition, critical moment identification and risk reduction
  • Drive continuous improvement by facilitating best-practice sharing, lessons learned, and consistent implementation of HSE programs across APS Americas
  • Employ significant influence-based leadership across site HSE resources, site leadership teams, and corporate networks


HSE Systems, Compliance & Governance
  • Provide governance and oversight of HSE management systems, tools, and processes to ensure alignment with LYB Operational Excellence expectations and consistent regional execution
  • Support sites in maintaining compliance with environmental, health, safety, security, and emerging regulatory requirements affecting APS Americas operations
  • Standard owner and drives implementation of corporate HSE programs, policies, standards, and initiatives while promoting continuous improvement


Incident Learning, Risk Reduction & Continuous Improvement
  • Support investigation of significant HSE incidents and high-potential events to assure high quality and effective root cause analysis, corrective action development, and verification of sustainable solutions
  • Analyze leading and lagging HSE indicators to identify trends, vulnerabilities, and opportunities for proactive risk reduction across APS Americas manufacturing sites
  • Develop and drive regional improvement strategies that strengthen organizational learning, address systemic HSE risks, and promote continuous improvement


Operational Excellence Assessment & Audit Support
  • Support Operational Excellence assessments, HSE audits, management system reviews, and regulatory inspections
  • Assist sites in development of effective action plans resulting from audits, assessments, and compliance evaluations
  • Monitor closure of select HSE findings and verify effectiveness of corrective actions
  • Provide HSE expertise during corporate reviews and operational readiness activities


Environmental Stewardship & Sustainability
  • Support environmental compliance programs and management systems
  • Provide guidance regarding environmental permitting, compliance obligations, and management system expectations
  • Support implementation of environmental initiatives consistent with corporate objectives and regulatory requirements


Emergency Response, Security & Crisis Support
  • Support manufacturing sites emergency preparedness and response programs
  • Provide guidance and support during significant incidents and emergency situations
  • Share best practices related to emergency management and security programs


You Bring This Value

  • Bachelor's Degree in Engineering, Occupational Safety, Industrial Hygiene, Environmental Health & Safety, or related technical discipline.
  • Minimum 8 years of experience supporting HSE programs within chemical, polymers, polymer compounding, specialty chemicals, or related industrial operations
  • Demonstrated experience leading HSE improvement initiatives and supporting manufacturing operations
  • Working knowledge of applicable OSHA, EPA, environmental, occupational health, and safety regulatory requirements
  • Experience supporting audits, incident investigations, corrective action management, and compliance programs.
  • Strong written, verbal, facilitation, and presentation skills
  • Ability to travel throughout the United States and Mexico to support APS Americas manufacturing sites


Preferred Qualifications:
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Occupational Safety Specialist (COSS), or equivalent professional certification.
  • Experience supporting multiple manufacturing sites.
  • Experience with Operational Excellence systems, management system assessments, and regulatory inspections
  • Bilingual English and Spanish
