About the roleThe HR Generalist will serve as a key point of contact for employees and managers, supporting recruitment efforts, onboarding, benefits administration, payroll backup support, and first-level employee relations guidance. This individual will work closely with leadership and operate under the guidance of a fractional Head of HR.
This is a hybrid position requiring onsite presence in Bethesda, MD at least two days per week.
What you'll do- Talent Acquisition & Recruitment
- Manage full lifecycle recruitment for corporate and technical positions supporting government contracts
- Partner with hiring managers to develop recruiting strategies and identify talent needs
- Source candidates through job boards, networking, referrals, LinkedIn, and industry-specific recruiting channels
- Coordinate and participate in job fairs, recruiting events, and talent attraction initiatives
- Conduct candidate screening interviews and coordinate interview processes
- Manage candidate communications and ensure a positive candidate experience
- Maintain recruiting metrics and hiring pipeline reporting
- HR Operations & Employee Support
- Serve as a first point of contact for employee HR questions and day-to-day support needs
- Support onboarding and offboarding processes, including orientation and new hire documentation
- Assist employees with benefits-related questions and enrollment support
- Maintain accurate employee records and HR documentation
- Ensure HR processes align with company policies and government contracting compliance requirements
- Benefits & Payroll Administration
- Administer employee benefits programs and support annual open enrollment activities
- Coordinate with external vendors and benefits providers as needed
- Serve as backup support for payroll processing and payroll-related employee inquiries
- Assist with HRIS maintenance, reporting, and data accuracy
- Employee Relations & Compliance
- Provide first-level support for employee relations matters and escalate complex issues appropriately
- Support policy interpretation and consistent application of HR practices
- Maintain compliance with federal, state, and local employment laws
- Assist with audits, reporting, and documentation related to government contracting requirements
Qualifications- Required
- Mandatory experience as an Administrator in the Rippling HRIS/payroll platform
- Proficiency with Microsoft Office Suite
- HR Certification (i.e. professional certification issued by an organization like SHRM, HRCI, AIHR, etc.) such as PHR, SHRM-CP, etc.
- 4+ years of progressive HR experience, including full lifecycle recruiting in a government contracting environment
- Prior experience supporting HR operations (onboarding, benefits administration and employee support) in a government contractor or defense industry environment strongly preferred
- Demonstrated ability to manage multiple priorities in a fast-paced environment
- Excellent interpersonal, communication, and organizational skills
- High level of professionalism, discretion, and customer service orientation
- Ability to work independently while collaborating effectively with leadership
- Experience recruiting for cleared or clearance-eligible positions
- Preferred
- Exposure to federal contractor compliance requirements (OFCCP, EEO, FARS, DFARS, DCAA, etc.)
- Experience supporting payroll processes as a backup or secondary administrator
The target pay range for this position is between $75,000 and $95,000 per year, subject to relevant experience. This position is benefits-eligible.
