The Opportunity

The HR Engagement & Development Partner owns HR's rhythms, connection, and capability growth. This role creates the infrastructure that keeps HR aligned, informed, and continuously developing across every team and career stage. It ensures HR operates through one coordinated calendar, one connected community, and one shared understanding of priorities while building the programs, experiences, and resources that strengthen HR capability over time. This role serves as the steward of HR engagement, onboarding, development, communication, and knowledge-sharing, helping create a more connected, capable, and high-performing HR function.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Phoenix, AZ, or Tampa, FL. Relocation assistance is available.

What you'll do:
  • Guides development and coordination of Function or Line of Business strategy.
  • Works with Function or Line of Business executive management to establish strategic framework to enable short and long-term business goals and objectives.
  • Identifies and implements specific processes to manage the business strategic and operational planning process.
  • Maintains and aligns business process and frameworks to USAA enterprise strategy process and framework.
  • Builds and maintains Function or Line of Business specific strategic and operational roadmaps to ensure deliverables are met (current and future).
  • Supports integration of change management plans and strategies for large, complex business specific initiatives that align with change management practices.
  • Performs primary and secondary research and makes recommendations based on emerging trends, competitive threats, business process improvement, and opportunities.
  • Guides team members as they perform research and analysis.
  • Supports Function or Line of Business executive leadership with the design and coordination of the annual strategic planning and operational planning processes.
  • Assembles key participants and guides and facilitates cross-functional teams in the strategy development and implementation of business solutions.
  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.


What you have:
  • Bachelor's degree; OR 4 years of relevant education and/or experience.
  • 5 to 8 years of experience in HR, learning and development, organizational effectiveness, employee engagement, program management, or related fields.
  • Demonstrated experience leading cross-functional programs, communities, communications, or capability-building initiatives within a large and complex organization.
  • Experience designing or managing onboarding, early-career, rotational, mentoring, or professional development programs.
  • Experience building relationships and influencing across multiple stakeholder groups without direct authority

Compensation range: The salary range for this position is: $93,770 - $179,240

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
