Full Job Description
We are looking for an experienced professional who is the primary contributor to a specialized Compliance role within Human Resources. Oversee compliance of the company's Human Resource policies and operational processes, submission of regulatory filings, comprehensive employment background check process, and corporate immigration program.

JOB DUTIES
  • Monitors new and changing federal, state, and local employment laws and regulations to assess compliance issues. Works with internal stakeholders to identify and implement efficiencies and solutions.
  • Receives and responds to inquires related to HR departmental compliance to support ERCOT's overall adherence to applicable North American Electric Reliability Corporation (NERC) standards.
  • Manages the company's new hire pre-employment protocol process including I-9 process and North American Electric Reliability Corporation (NERC) required hiring requirements.
  • Manages background check vendor partnerships and works with vendor on process improvements. Reviews and processes associated invoices.
  • Reviews completed background reports on all new hires, identifies data gaps and discrepancies, provides follow up with vendors/ candidates or employees to retrieve supplemental documentation. Provides final review and HR approval of background check report.
  • Coordinates and reviews 7-year background checks on current employees. Discusses discrepancies with employees as needed and provides final determination for approval.
  • Orders and reviews driving reports for employees requesting to drive a company vehicle Provides final determination for approval.
  • Updates in the HRIS with 7-year background dates and 3-year driving report dates.
  • Reviews and updates departmental policies and procedures annually or as necessary. Coordinates with the subject matter experts to identify and revise. Develop new policies and procedures as necessary.
  • Performs periodic audits, including but not limited to I-9 Audits (and purging of I-9 information) and background check data entries in HRIS.
  • Prepares and submits required filings, including but not limited to EEO-1 report.
  • Manages immigration vendor partnership and works with vendor on changing regulations and process improvements. Reviews and processes associated invoices.
  • Manages the corporate immigration program to meet business needs and regulatory requirements and compliance.
  • Reviews and screens all candidates requiring immigration. Coordinates immigration filings with external immigration vendor. Tracks and monitors immigration status of active employees and processes green card filings.
  • Performs compensation analysis on all sponsored employees and candidates to mitigate internal equity issues due to Prevailing Wage.


ADDITIONAL JOB DUTIES
  • Participates in internal and external audit requests.
  • Provides training mentorship and guidance to colleagues.
  • Collaborate with HR Leadership and business areas on HR compliance projects and initiatives.
  • May conduct audits, training, and guidance as needed for HR compliance initiatives and projects.
  • Acts as Information Governance Coordinator for department.


REQUIRED EXPERIENCE
  • Requires minimum 8 years of experience in Human Resources in excess of degree requirements
  • Requires progressively responsible experience in Human Resources with working knowledge of policies, procedures, regulatory compliance and immigration.


PREFERRED EXPERIENCE
  • Preferred experience working with Workday Human Capital Management (HCM), data analysis, and HRIS Reporting
  • Preferred extensive experience processing background checks and immigration filings


Salary and level will be based on overall experience as determined by ERCOT.

EDUCATION
  • Bachelor's Degree: Human Resources, Business Administration, or related field (Required)
  • or a combination of education and experience that provides equivalent knowledge to a major in such fields is required


CERTIFICATION
  • PHR Professional in Human Resources (Preferred)
  • SHRM US Employment Immigration Credential (Preferred)


WORK LOCATION:
  • Employees are required to be on-site in Taylor, TX a minimum of 2 days per week, or more, as needed, based on business needs as determined by management
  • On-site schedules are flexible or may be rotated based on business needs as determined by the Manager
  • Remote work is required to be performed from your Texas residence.
  • Employees may opt to work on-site more than required or 100% of the time
