We are seeking an experienced and highly motivated Housing Finance Manager to join our team. The ideal candidate will bring strong financial expertise, proven leadership skills, and a commitment to supporting sustainable, equitable housing initiatives. This role is responsible for overseeing financial operations, managing complex housing budgets, analyzing funding opportunities, ensuring regulatory compliance, and providing strategic guidance to support long-term program success.
Minimum Qualifications
Seven years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

A bachelor's degree plus four years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services; OR

An advanced degree in business or public administration, economics, finance, accounting, marketing, or quantitative business analysis plus three years of experience in multi-family loan processing, residential lending, or property appraisal; housing block grants work, compliance programs, urban or regional planning, public housing management, financial management in a Section 8 program, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

• Monitors program performance by reviewing reports from field visits. Makes eligibility determination for compliance with the terms of the programs and Agency policy.
• Monitors housing projects that utilize any of the HOME funding sources. Investigates complaints of program violations as assigned.
• Review and approves correspondence relating to audit findings by defining compliance violations and appropriate remedies using interpretive skills and as allowed under the applicable program(s).
• Develops policies, procedures, training tools, and program manuals relating to monitoring.
• Researches legal, technical, or policy issues as needed.
• Provides guidance to and review the work of subordinates who analyze management operation, internal controls, and records of participants being audited for adequacy, accuracy, and compliance with state and federal regulations.
• Evaluates data on program recipients. Applies knowledge of federal and state requirements in the preparation of written reports.
• Reviews administrative reports to determine program needs related to housing programs administered by the HOME Section.
