Description
Boulder County Housing Department is seeking to hire a Housing Developer. Our Housing Development team advances the mission to provide safe, high-quality, affordable homes and housing services for individuals and families across the country. We are developing 101 multifamily units and 80 permanently affordable single-family homes. Stable housing strengthens health, educational outcomes, and community well-being - and we are committed to expanding equitable access to these opportunities.

We are excited to announce a Housing Developer position on a highly skilled, collaborative, and community-focused team working to increase the availability of affordable housing throughout Boulder County.

This full-time, benefits-eligible position is primarily based in Longmont and Lafayette at 518 Coffman Street in Longmont, CO. The schedule is Monday-Friday, 8:00 AM to 5:00 PM. Under Fair Labor Standards Act (FLSA) guidelines this position is exempt.

Boulder County employees must reside within Colorado by their first day of employment.

Hiring Salary Range: $104,004.00 - $126,906.00 annually
Tentative Hiring Timeline:

New employees receive anof vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers including pension contributions.

Examples of Duties

Strategic & Portfolio-Level Development
  1. Lead multi-year pipeline planning (beyond individual projects).
  2. Evaluate site and market opportunities and conduct early feasibility screening.
  3. Recommend shifts based on the political climate, funding cycles, and agency priorities.
  4. Understand and plan around QAP scoring, competitive positioning, and timing.
Advanced Financial Structuring
  1. Deep understanding of LIHTC rules, basis calculation, eligible vs. ineligible costs, developer fee sizing, and syndicator expectations.
  2. Structure blended financing (4% + bonds + soft funding + philanthropic).
  3. Model long-term cash flow, replacement reserves, operating reserve sizing, and capital needs over time.
  4. Lead negotiations with equity investors, lenders, and public funders.
  5. Understand layered compliance and long-term regulatory implications (extended use agreements, shifting AMIs, utility allowance methodology, rent floors).
Risk Management & Due Diligence
  1. Evaluate construction cost volatility, insurance impacts, interest rate movements, and entitlement timelines.
  2. Lead due diligence on environmental, geotechnical, legal encumbrances, and title exceptions.
  3. Troubleshoot permitting obstacles and municipal approval risks.
Contract & Legal Oversight
  1. Interpret and negotiate development agreements, contractor agreements, architect/engineering contracts, and partnership agreements.
  2. Coordinate with counsel on Special Limited Partnership policies, cash-flow waterfalls, and administrative fee structures (common in mixed-finance deals).
Construction Administration (Senior-Level)
  1. Maintain a high-level view of procurement, pre-construction, GMP negotiation, and VE efforts.
  2. Monitor contractor performance, pay apps, change orders, and contingency drawdowns.
  3. Coordinate with asset management teams on transition plans, lease-up strategy, and stabilized operations.
Leadership & Team Development
  1. Provide clear direction and support cross-departmental workflows.
  2. Serve as a subject-matter expert on public funding tools, fair housing principles, and community engagement best practices.
Intergovernmental & Policy Awareness
  1. Track legislation affecting LIHTC, bond allocations, ARPA/IRA programs, and state/local housing bills.
  2. Translate policy changes into development strategy and organizational guidance.
  3. Maintain relationships with municipal planners, state HFAs, county leadership, and advocacy groups.
Internal Operational Excellence
  1. Establish repeatable processes for pipeline reporting, project dashboards, decision memos, and budget tracking.
  2. Ensure documentation is always audit-ready.
  3. Improve internal systems: e.g., procurement workflows, compliance calendaring, e calendaring,
