The City of Surprise Human Service & Community Vitality Department is seeking its next dynamic leadership team member to lead the Housing & Community Services Division as Manager. If you are passionate about helping people along their housing journey by implementing systems level partnerships and programs, this is the position for you! The Housing & Community Services Manager will lead a small division and masterfully manage and implement the City of Surprise Housing & Urban Development Community Development Block Grant and HOME programs, which includes housing and homelessness initiatives.

SUMMARY
Incumbents manage the operational functions, activities, budget and personnel for the Housing & Community Services Division, serve as the city lead strategist and advisor on regional issues of housing and homelessness. Exercises independent judgment in the development, implementation, and management of a variety of housing and community services programs. Manages the complex technical, fiscal, and policy aspects of affordable housing projects and programs; implements and administers City and grant funded programs to provide housing opportunities within the City to meet the needs of various income levels, household sizes, and preferences. Oversees the City's funding through the U.S. Department of Housing & Urban Development; provides professional and technical assistance to departmental and City staff in the assigned areas of responsibility; and supervises Housing & Community Services staff in implementing affordable housing, homeless, and community service programs.

EDUCATION and/or EXPERIENCE
Bachelor's Degree in Business or Public Administration, Social or Human Services, or related field, five years of directly related experience, and three years of supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed in the job description. Additional education cannot be substituted for experience.
