Job Description

Position Summary: Successful candidate will be responsible for developing, and managing comprehensive project objectives for highway/roadway projects and programs including development and management of scopes, schedules, and budgets as well as marketing efforts. Types of projects and programs include standalone projects, task order programs, program management services, general engineering consultation, and innovative procurement projects (design-build, P3, etc.).

Essential Functions and Responsibilities
  • Monitors schedules, budgets, accounts receivable, and manpower requirements and directs preparation of invoices
  • Develop Project Management plans for assigned projects
  • Develops and manages scopes of service to meet client goals and needs
  • Establish project pricing and budgets
  • Create and maintain project schedules
  • Develop and maintain project specific quality plans
  • Manage subconsultants
  • Manage assignment of projects and tasks
  • Lead or participate in client meetings and presentations
  • Oversee and manage assigned staff working on project
  • Manage all technical resources on the project team
  • Assist with production tasks as required for client submittals and deliverables (CADD drawings, reports, graphics/renderings, etc.)
  • Develop extra work order requests and open-end contract task proposals
  • Coordinate and assist Section Heads, Office Managers, and Practice Leaders with marketing proposals
  • Identify and monitor long-term program management and major project pursuits
  • Assist management in decisions relating to investing in program management pursuits
  • Assemble and lead teams for pursuits of projects and programs
  • Mentor/train less experienced staff
  • Provide quality control reviews of submittals and deliverables
  • Assist Section Heads, Office Leaders, and Practice Leaders with the marketing process including, SMART Go/No Go decisions, proposal development, and interviews.
  • Providing coaching and mentorship to the project team through one-on-one check-in meetings and various debriefs to acknowledge achievements, identify areas for improvement, and share lessons learned.
  • Lead and manage team members by providing leadership and continuous performance management (setting expectations, goals, feedback, 1:1 meeting, coaching) that supports the growth and development of team.

Required Experience

  • Bachelor's degree from an ABET accredited engineering program
  • Professional Engineer License
  • 10+ years' experience in specialized discipline
  • Recent knowledge of VDOT design criteria/manuals and procedures, and CADD design software (Open Roads Designer and/or Microstation with 3D modeling experience)

Preferred Experience
  • CAPM or PMP
  • Experience working with local clients at the county, state, and Federal level
  • Project management and business development experience
  • Experience with multiple project delivery methods i.e. Design-Bid-Build, Design-Build, P3
  • Technical expertise in multiple areas of transportation engineering such as roadway design, traffic, stormwater, ADA, structural design, landscape design, NEPA, etc.
  • Experience managing multidiscipline project teams

Working Conditions

Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
