This Opportunity

WSP is seeking a High Voltage Transmission Program Manager for our Power & Energy Program Manager Office in Ft Worth, TX. The successful candidate is preferred to be located in the Dallas/Fort Worth Metroplex region with the ability to travel to a WSP and/or Client office for periodic face-to-face meetings. This is currently a Hybrid role requiring office attendance three (3) days a week in Fort Worth, TX. Remote work would be available for the remainder of the week, but there is potential for this role to change based on client preferences.

The Technical Director, Program Management, is responsible for providing strategic leadership, integration, and oversight for multifaceted programs that consist of transmission line and substation projects. This role plays a key part in advancing WSP's program delivery excellence by developing and implementing lifecycle project management systems, optimizing stakeholder engagement, and aligning operational execution with client and organizational objectives. The position supports decision-making through technical and strategic advisory while also guiding cross-functional teams to achieve superior performance in schedule, budget, risk, and quality.

Your Impact

  • Lead program-level planning, reporting, and performance management activities across multiple projects and disciplines.
  • Supervise and provide technical direction to project managers, engineers, and functional support staff involved in program execution.
  • Oversee the development and enforcement of governance frameworks, project delivery standards, and escalation procedures.
  • Ensure integration of scope, schedule, budget, risk, and quality management across all components of the program.
  • Conduct detailed analysis of project performance metrics and lead root cause analyses for schedule delays or budget overruns.
  • Support senior-level engagement with clients and external partners through strategic program input and coordination.
  • Review project documentation for consistency, accuracy, compliance, and alignment with program objectives.
  • Coordinate interdependencies between multiple projects to ensure coherent delivery and mitigate potential risks.
  • Support resource planning and workforce optimization to ensure adequate staffing and skills alignment.
  • Develop and implement robust risk and opportunity management frameworks across all phases of the program lifecycle.
  • Provide input to contract negotiations, change order management, and claims mitigation strategies.
  • Mentor and support staff development by identifying training needs and providing career development guidance.
  • Facilitate interdisciplinary collaboration, encouraging high-performance team culture across internal and partner organizations.
  • Champion continuous improvement efforts and drive process innovation in program management tools and methodologies.
  • Ensure compliance with health, safety, environmental, and quality standards throughout program delivery.
  • Participate in strategic pursuits, including preparation of program-specific materials for proposals and interviews.
  • Represent WSP in client-facing meetings and industry forums as a program manager.
  • Coordinate with legal, commercial, finance, and other internal groups to ensure holistic program oversight.
  • Maintain comprehensive documentation for internal audits, governance reviews, and client reporting obligations.
  • Track earned value, cost to complete, and forecasted program outcomes using industry-standard software platforms.
  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.

Who You Are

Required Qualifications
  • Bachelor's degree in Engineering, Engineering Management, Construction Management, or a closely related discipline, or demonstrated proven equivalent experience.
  • 12+ years of relevant post-education experience in program management or related areas.
  • Understanding of core components of electric utility technical systems, project flows, and operational processes.
  • Extensive experience leading multi-disciplinary programs from inception to completion in infrastructure, transportation, or similar sectors.
  • Strong understanding of integrated project delivery methods, including design-build, CM/GC, and other alternative models.
  • Demonstrated ability to manage large-scale budgets and schedules while maintaining quality and compliance.
  • Proven success implementing enterprise program controls, governance processes, and risk mitigation strategies.
  • Experience with stakeholder engagement and management in both public and private sectors.
  • Advanced knowledge of project controls software such as Primavera P6, Microsoft Project, and other scheduling tools.
  • Ability to synthesize complex technical, financial, and contractual data to inform reporting and support leadership decisions.
  • Demonstrated leadership in overseeing diverse project teams and matrixed organizations.
  • Excellent interpersonal, negotiation, and relationship management skills.
  • Strong verbal and written communication skills, including the ability to present to senior leadership and external stakeholders.
  • Knowledge of regulatory, safety, and environmental compliance requirements.
  • Ability to influence program strategies based on data, insight, and scenario analysis.
  • Skilled in developing and managing program dashboards, KPIs, and metrics tracking.
  • Proficient in interpreting and applying complex contract documents and technical specifications.
  • Strong business acumen and an understanding of consulting industry economics.
  • Experience managing third-party vendors and subcontractors under large-scale frameworks.

Preferred Qualifications
  • Master's Degree.
  • PMP, PgMP, or equivalent program management certification.
  • Experience in transmission and substation project delivery from scoping to energization phases.
  • Experience delivering infrastructure programs for public sector clients.
  • Familiarity with sustainability, climate resilience, or digital delivery practices.
  • Prior experience in a matrixed, global consulting or engineering environment.
