Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

The Health Care Eligibility Policy Analyst position is responsible for analyzing, developing, implementing, and maintaining Minnesota Health Care Programs (MHCP) eligibility policies, including Medical Assistance (Minnesota's Medicaid program), MinnesotaCare and the Minnesota Family Planning Program. This position conducts analysis of federal and state legal authorities governing MHCP, maintains and updates the Eligibility Policy Manual, drafts bulletins, policy documents, issue memos and other communications about policy changes, and responds to inquiries from state, county, and Tribal partners about health care eligibility policy.

Qualifications

Minimum Qualifications

Three (3) years' professional experience with Minnesota Health Care Programs (MA and MinnesotaCare), or another state's Medicaid program's eligibility rules and laws, that demonstrates one or more of the following:
  • Experience developing, researching, and analyzing complex policies or relevant state or federal laws independently and with a team.
  • Experience writing formal policy documents, issue or legal memos, or written recommendations that summarize a new law or policy change
  • Participation in policy implementation initiatives and projects.
  • Experience developing content to communicate new policies, changes, and clarifications to a broad audience.
  • Successful collaboration with others, including soliciting and incorporating input, facilitating discussions and developing strong partnerships.

***Bachelor's degree in political science, public administration, sociology, English, philosophy, or related field may substitute for 1 year of professional experienceORJuris Doctor (J.D.) or Master's degree in public policy, public administration, public health, health policy, law or related field may substitute for 2 years of professional experience***

Preferred Qualifications
  • Experience leading policy implementation initiatives and projects.
  • Strong public speaking and presentation skills.
  • Experience developing presentations on complex topics with consideration of policy, legal and political implications for an audience with varying levels of knowledge; ability to tailor presentation to a diverse audience.
  • Experience working with IT systems changes and business requirements.
  • Proficiency in Minnesota's eligibility systems (METS, MAXIS, or MMIS) or similar systems in other states.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Previous experience as an eligibility worker with a county, Tribal or state government agency determining eligibility for health care and/or public assistance programs.
  • Previous experience as a health care navigator or assistor.
  • Previous experience as a policy or research analyst at a college, university or research entity, health care organization, or state or federal government agency on issues related Medicaid or health care eligibility and enrollment.
  • Previous law practice experience with focus on health law, public program eligibility rules, Social Security or disability law.
