The COO Governance and Control (COO G&C) Office is a 1B function that enables the Enterprise COO (Chief Operating Officer) organization to identify, understand, manage, and mitigate risks in alignment with Bank strategy and risk appetite. The Enterprise COO organization reflects the Enterprise's growing scale, complexity, and ambition. It brings critical capabilities together under a single, enterprise-wide mandate to support consistent, integrated execution on behalf of the CEO and the Bank. The Enterprise COO organization encompasses the following functions: Global Client Experience & Enterprise Transformation (including Marketing, Client Experience, Colleague Experience, Enterprise Real Estate, and Enterprise Transformation); Strategic Growth, Innovation & Partnerships; Enterprise Payments & Open Banking; Sustainability & Corporate Citizenship; CAPA (Corporate and Public Communications); AI2 (Analytics, Insights & Artificial Intelligence); Enterprise Strategy; and COO Governance & Control.

Job Description:

COO G&C is hiring a Governance & Control Specialist to provide comprehensive 1B governance and control support to Global Client Experience and Colleague Experience within the Enterprise COO organization.

Global Client Experience leads the Bank's enterprise approach to delivering consistent, client-centric experiences by setting strategy and priorities and enabling coordinated execution across TD. The group also owns the enterprise Client Experience (CX) Standard, which establishes consistent expectations and accountabilities for how client experience is delivered across the Bank. Colleague Experience, in turn, leads the Bank's strategy for creating meaningful, consistent colleague experiences through recognition, connection, engagement, events, and culture-building initiatives.

As the Governance & Control partner for these groups, the G&C Specialist will work with business leaders and stakeholders to help navigate evolving risk and control requirements and provide expertise, effective challenge, and oversight as strategies, initiatives, and operating practices are developed and executed. The role will help ensure risks are identified, understood, managed, and mitigated in alignment with the Bank's risk appetite.

Specific responsibilities of this Governance & Control Specialist position include, but are not limited to:
  • Promote a strong governance and internal control environment.
  • Support the application of relevant enterprise governance and control frameworks, standards, policies, and procedures, including those related to Operational Risk, Regulatory Compliance, Privacy, and other applicable risk areas.
  • Provide timely, practical risk and control expertise to enable Global Client Experience and Colleague Experience to achieve their evolving mandates and embed effective governance and controls into business strategies, initiatives, and operating practices.
  • Support the continued build-out and maturation of risk and control programs for the supported groups, including establishing fit-for-purpose risk reporting, governance forums, and oversight practices.
  • Prepare and present clear risk and control insights, reporting, and recommendations for senior management and governance forums.
  • Anticipate emerging risk trends and identify and escalate issues.
  • Recommend appropriate actions and support the business in developing and executing remediation plans through to resolution.
  • Support and provide effective challenge on a range of risk assessments, such as Change Risk Assessments (CRAs) and Privacy Impact Assessments (PIAs), in collaboration with business stakeholders, other 1B functions, and Risk & Control Partners, as required.
  • Build and maintain relationships with corporate and control functions, including Internal Audit, ORM, Compliance, and Legal.
  • Provide practical insights and recommendations to support informed, risk-based decision-making.
  • Monitor changes to regulatory and internal requirements, assess their impact on the supported groups, and advise the business on required actions.
  • Assess risk and control coverage across the supported groups and identify opportunities to strengthen consistency and oversight.


Job Requirements:
  • Undergraduate degree or equivalent relevant experience preferred.
  • 7+ years of relevant experience.
  • Experience in Governance & Control, Risk Management, Compliance, or Audit preferred.
  • Knowledge of Operational Risk and Regulatory Compliance, with a general understanding of other major risk categories.
  • Knowledge of project delivery methodologies, including TD Scaled Agile.
  • Self-starter and quick learner with sound judgement and strong problem-solving capabilities.
  • Demonstrated ability to navigate ambiguity and adapt to evolving mandates and priorities.
  • Demonstrated collaboration, interpersonal, and relationship management skills, with the ability to work effectively across multiple stakeholder groups.
  • Strong time management and organizational skills, with the ability to prioritize and manage multiple initiatives.
  • Strong verbal and written communication skills, with the ability to communicate risk and control matters clearly to senior stakeholders.
  • Proficient in Microsoft Office applications.
