Job Description

The Texas General Land Office is seeking a Financial Analyst IIIIV (Financial Analyst) within the Community Development & Revitalization Department of the agency.

Financial Analyst III: Performs advanced (seniorlevel) financial analysis for the CDR Operations team, ensuring functionality between Federal and State finances. This position includes reviewing, analyzing, and evaluating financial data across multiple systems and providing reconciliation when necessary; additionally recommending and approving appropriate actions to resolve financial discrepancies and suggestions for procedural improvement. Working under minimal supervision, with considerable latitude for the use of initiative and independent judgment. May supervise the work of others.

Financial Analyst IV: Performs highly advanced (seniorlevel) financial analysis for the CDR Operations team, ensuring functionality between Federal and State finances. This position includes reviewing, analyzing, and evaluating financial data across multiple systems and providing reconciliation when necessary; additionally recommending and approving appropriate actions to resolve financial discrepancies and suggestions for procedural improvement. Working under minimal supervision, with extensive latitude in regard to initiative and independent judgment. May supervise the work of others.

New position in CDR Fiscal Analysis & Coordination for a Team Lead due to increasing priorities, deadlines, and responsibilities as we near program and grant closeout.

What Your Contributions to the GLO Will be:

  • Serve as team leader and subject matter expert for Fiscal Analysis & Coordination, including training and mentoring staff members, tracking deadlines and deliverables, assisting leadership with administrative tasks to include recording meeting notes, writing policies and procedures, and record keeping. Assists with development of training and educating CDR staff with financial knowledge and best practices.
  • Oversees and analyzes the completion of voucher reviews and reconciliations, ensuring compliance with established procedures, accuracy, completeness of data, and presence of adequate documentation.
  • Oversees, reviews, and analyzes complex adjustments and corrections of financial data in multiple systems including CLM, DRGR, CAPPS and TIGR. Works closely and coordinates directly with CDR Management, Internal teams and Support teams (Finance, Legal and Contracts) to ensure corrections are processed accurately and timely for CDR's grant portfolio.
  • Ensures accuracy of data in TIGR and QuickBase, using the resources for financial oversight activities as they relate to contract, program, and grant reconciliation and closeout.
  • Identifies areas of needed change and assists with the creation and implementation of solutions to improve CDR and FAC team operations. Assists CDR management team with other duties as assigned.


Minimum Qualifications:

  • Graduation from an accredited fouryear college or university with major coursework in accounting, business administration, finance, economics, or a related field.
  • Three (3) or more additional years of experience in financial analysis and/or regulatory work.
  • FA III: Three (3) + years' experience in business analysis, finance, budget, or related field.
  • FA IV: Four (4) + years' experience in business analysis, finance, budget, or related field.
  • Experience researching and interpreting regulations or policy guidance.
  • Experience preparing technical documents, reports, or analytical materials.
  • Proficiency in Microsoft Office applications.


Preferred Qualifications:

  • Experience leading, training, assigning, reviewing, and monitoring the work of others.
  • Preparing and maintaining confidential and sensitive records, files and reports.
  • Experience working in state government or public sector.
  • Experience using CAPPS Financial and/or MS Dynamics.
  • Experience tracking and reconciling budgets or large financial datasets.
  • Experience supporting or managing federally funded grant programs.
  • Experience in administrative support practices to include recording meeting notes, writing policies and procedures, and record keeping.


Knowledge, Skills and Abilities:

  • Maintaining effective working relationships with individuals and groups, both internal and external.
  • Knowledge and advanced skills in Microsoft Excel.
  • Skill in the use of a computer and applicable software.
  • Knowledge of budget management and accounting policies, practices, and operations.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
