Department Overview

The Paving Contract Management Group oversees paving and hardscape restoration across PG&E's service territory. The team partners with internal construction groups, public agencies, customers, and contractors to ensure work is completed safely, accurately, on time, and in compliance with permit requirements. The group focuses on quality, contractor accountability, timely closeout, and cost-effective restoration.

Position Summary

The Construction Specialist, Expert for the Paving Contract Management Group provides field oversight, technical support, and quality control for paving and hardscape restoration work across PG&E's service territory.
  • Validates restoration quantities, field conditions, scopes of work, and supporting documentation.
  • Monitors contractor performance, workmanship, safety practices, and compliance with permit and agency requirements.
  • Partners with Construction Managers, coordinators, field crews, contractors, cities, counties, and internal stakeholders to resolve field issues.
  • Escalates safety, quality, scope, schedule, cost, and closeout concerns before they impact customers, agencies, or project delivery.
  • Uses field observations and data to improve cycle time, reduce rework, control costs, and support consistent restoration execution.


This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, collective bargaining agreements, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

A reasonable salary range is:

Bay Area Minimum: $102,000

Bay Area Mid-Point: $132,000

Bay Area Maximum: $162,000

Reporting

This position reports to the Regional Manager.

Job Responsibilities

  • Perform field reviews of paving and hardscape restoration work to confirm safety, quality, workmanship, and compliance with PG&E standards, permit requirements, and agency expectations.
  • Validate restoration quantities, field conditions, paving limits, and scopes of work to support accurate contractor billing, cost control, and reduction of unnecessary restoration expense.
  • Document field observations, progress, deficiencies, safety concerns, quantity discrepancies, and restoration status using established tools and processes.
  • Coordinate with Construction Managers, coordinators, contractors, city and county representatives, field crews, and internal stakeholders to resolve scope, schedule, documentation, and closeout issues.
  • Monitor contractor performance in the field and provide timely feedback on safety, productivity, workmanship, responsiveness, and adherence to restoration requirements.
  • Support timely permit and project closeout by confirming restoration completion, required documentation, and resolution of outstanding field conditions.
  • Escalate safety, quality, cost, schedule, agency, customer, and contractor-related concerns when alignment cannot be achieved at the field level.
  • Use field data, trends, and lessons learned to recommend process improvements that reduce rework, improve cycle time, strengthen contractor accountability, and support consistent restoration execution.


Background Qualifications

Minimum

  • High School Diploma or GED.
  • 5 years of experience in construction related work in either an underground, gas or sewer capacity.
  • Must possess and maintain a valid California driver's license and have access to reliable transportation for travel throughout the assigned work area and PG&E service territory.
  • Must be able to drive safely, work extended hours; report/travel to headquarters upon request at any time, and wear company provided Personal Protective Equipment
  • Requires extensive travel throughout the service territory with work location to be determined. Travel is approximately 75% with occasional overnight stays
  • Work is predominantly outdoors and in all weather conditions


Desired

  • Total of 10 years of construction industry experience.
  • Five years of Construction Specialist experience or equivalent relevant experience.
  • Experience performing field inspections or field verification of construction, paving, restoration, or utility-related work.
  • Experience reading and interpreting construction drawings, permits, paving scopes, restoration requirements, or agency standards.
  • Ability to work independently in the field and travel regularly throughout an assigned geographic area.
  • Ability to accurately and promptly document field conditions, quantities, deficiencies, and work status.
  • Knowledge of safe work practices in active construction environments.
  • Experience with Salesforce, SAP, and Microsoft Office applications.
  • Paving construction or hardscape restoration experience.
  • Knowledge of asphalt, concrete, sidewalk, curb, gutter, trench restoration, and related hardscape restoration practices.
  • Experience working with paving contractors, restoration vendors, cities, counties, or public agencies.
  • Experience validating contractor quantities, reviewing scopes of work, or supporting contractor billing accuracy.
  • Experience resolving field issues involving safety, quality, scope, schedule, permits, customers, or agency expectations.
  • Experience using field observations, data, or dashboards to identify trends and recommend process improvements.
  • Knowledge of PG&E construction, restoration, permit closeout, contractor management, and applicable electric or gas utility requirements.
  • Strong problem-solving, relationship-building, and written and verbal communication skills.
  • Demonstrated leadership, coaching, and team-development capabilities.
