Position Overview: The Functional Area Analyst III supports the Joint Data Support (JDS) Division within OSW-CAPE and plays a central role in building and maintaining the authoritative databases of current and future U.S. military force structure, capabilities, and deployment data that underpin Department-wide strategic analysis and senior leader decision support. Operating with significant independence, this mid-to-senior analyst leads day-to-day data activities, mentors staff, and serves as a primary point of contact with DoW data stakeholders.

Position Responsibilities:Data Collection & Database Management- Extract, transform, load, and verify U.S. current and future force structure data across all domains (Air, Land, Sea, Space, Cyber, and SOF) at UNCLASSIFIED, SECRET, and TOP SECRET levels on a weekly basis.
- Develop, maintain, and enhance at least five integrated databases containing current and future-year U.S. military data to support priority analyses and future force planning.
- Maintain at least two current and historical operations databases covering force structure, deployment, COCOM demand and employment, and DoW sourcing.
- Maintain at least two databases covering the capabilities and characteristics of U.S. systems and platforms.
- Develop and maintain databases covering equipment age and performance data for Army, Marine Corps, Navy, Air Force, and SOF ground vehicles, ships, aircraft, and space assets.
Stakeholder Collaboration & Data Acquisition- Collaborate with at least 15 DoW data sources and key stakeholders to acquire force structure, deployment, logistics, and capability data; document data quality constraints, classification, format, and pedigree.
- Submit quarterly data requests for access to DoW authoritative data sources and develop automated tools and processes to expedite acquisition.
- Assess and report all data discrepancies to data sources and key stakeholders quarterly for resolution.
Analytic Support & Study Support- Provide data and U.S. military subject matter expertise to support at least 10 yearly studies and analyses, including Department-wide scenarios, strategic guidance, and national security strategy.
- Create, transform, and tailor at least five datasets per quarter to support studies, analyses, models, simulations, and other analytic methods including machine learning, AI, and statistical analysis.
- Provide subject matter expertise on forces and capability readiness analysis; assist DoW analysts in acquiring data from key stakeholders.
- Support at least 10 technical studies, analyses, or rapid assessments annually.
- Complete at least 10 yearly additional support tasks; timelines mutually agreed upon with the Government.
Data Quality, Documentation & Automation- Document the data review, analysis, and transformation process quarterly in accordance with study requirements.
- Identify and implement business rules governing input methodologies, transformation requirements, limitations, and caveats; review and update quarterly.
- Develop and maintain a systemic and repeatable transformation routine for all JDS data products (at least five per year); automate transformations using advanced data tools and techniques.
- Update data products quarterly and make new or updated products available to users via collaboration websites within 48 hours of finalization.
- Fulfill all data requests within 48 hours of receipt unless an alternate timeline is negotiated.
Client Services- Collect, compile, and analyze customer feedback monthly to improve product and service quality.
- Monitor internal data signals and customer feedback weekly; implement improvements and measure effectiveness.
- Contribute to at least one product or service improvement strategy per year in coordination with JDS product and support teams.
Requirements
- Bachelor's degree required. Relevant fields include operations research, political/military science, computer science, information systems, or related disciplines.
- Minimum of 7 years of experience in at least two of the following:
- U.S. military operations, munitions, readiness, and deployment across air/space, ground, SOF, and maritime domains
- DoW Planning, Programming, Budgeting, and Execution (PPBE) process
- Force and capability development within JCIDS or equivalent DoW frameworks
- Minimum of 5 years of experience collecting, maintaining, and refining complex datasets (e.g., force structure modeling, operational readiness, global logistics data) with DoW stakeholders.
- Demonstrated experience supporting DoW analytic and/or operations research teams focused on force structure planning, capability gap assessment, or force posture analysis.
- Proficiency in SQL for managing and querying logistics, force inventory, and personnel readiness databases.
- Experience with data analysis tools, including at a minimum one of: Python, R, Tableau, or similar platforms.
- Familiarity with DoW data environments, classification handling, and data governance practices.
- Experience developing or contributing to automated data transformation pipelines is preferred.
- Active TOP SECRET clearance with SCI eligibility required prior to start.
