Introduction

The Treasurer is a locally-elected constitutional officer whose duties are mandated by the Code of Virginia and local ordinances. The Treasurer is elected at-large for a four-year term and provides direct service to all Loudoun residents and businesses. The principal functions of the Treasurer's Office include billing and collecting taxes for real and personal property, business licenses, and other services as specified by the Code of Virginia and local ordinances; acting as primary depository of revenue for all County agencies, including Loudoun County Public Schools (LCPS); investing and safeguarding County funds; reconciling County funds to bank and investment accounts; and providing outstanding customer service to taxpayers, County staff, and LCPS staff.

Job Summary

The Department of the Treasurer is currently seeking highly qualified applicants for a Functional Analyst II.

The successful candidate must be detailed oriented, demonstrate excellent computer, written, public speaking, and presentation skills. The candidate must be proficient in handling a high-level complex workload, as well as being flexible to ongoing changes. Must be able to work independently and collaboratively with key stakeholders.

This is both a technical and functional position that will report to the Deputy Information Technology Manager II. The Function Analyst II position will provide technical and user support; support system development, develop SQL queries, generate SSRS reports, and maintain associated program documentation. This position will assist with strategic planning; administer assigned systems; coordinates installations, patches, and upgrades, addresses system issues; completes assigned projects; maintains related applications and databases, and resolve hardware and software problems.

Job Functions may include:
• Develop, maintain, and enhance SQL queries to extract, analyze, and validate complex datasets from multiple sources.
• Design, build, and maintain SSRS reports and dashboards to deliver accurate and actionable information to stakeholders.
• Monitor scheduled automation jobs and ensure timely delivery and distribution of automated reports.
• Gather, analyze, and document detailed business requirements for reporting, system enhancements, and data initiatives and related workflows.
• Translate business needs into functional specifications for technical teams.
• Perform gap analyses and process mapping to support system improvements.
• Assist with strategic planning of automation systems.
• Manage complex programs, databases, or systems.
• Monitors data integrity.
• Familiarity with relevant state code and local ordinance requirements.

Hiring salary will be commensurate with experience.

Minimum Qualifications

Requires any combination of education and experience equivalent to Bachelor's degree in Computer Science, Data Processing, Electronics, Information System Management, or related field and five (5) years of related experience in computer technology, electronics, programming, design, development, data base management, and/or administration preferably in a government environment with some experience with LAN/WAN/Netware and Microsoft.

Microsoft Office proficient with a strong working knowledge of Excel, Word, and PowerPoint; excellent verbal and written communications skills. Prior experience working with a major ERP System, such as Oracle, in a medium-to-large organization is desirable.

Experience with SQL Required. Oracle, SSRS, and Crystal Report experience preferred.
Job Contingencies and Special Requirements

Employment is contingent upon satisfactory completion of a criminal background and credit check.

Normal working hours are Monday through Friday from 8:30AM to 5:00PM with mandatory overtime during tax deadlines.
