Job Description:

Purpose:

Under minimal supervision, this position is responsible for various programs that support the business goals and objectives of the Finance & Administrative Services Department Fleet Services Division.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
1. Establishes fleet program standards, methods, policies and procedures by studying business requirements, obtaining appropriate consultations, and determining equipment, facility, staffing, and budget needs.
2. Develops business plan by reviewing department needs, establishing appropriate procedures and timelines of request completion, and estimating costs of good required to complete request.
3. Establishes priorities, scheduling activities and employees, confers with suppliers to obtain parts, monitors progress and revises schedules and resolves problems as they arise.
4. Manages equipment and facilities by establishing maintenance procedures, monitoring of contracts, maintaining necessary equipment requirements, and evaluation of new equipment and techniques.
5. Responsible for establishment of budgetary requirements, purchasing, monitoring of daily reports and logs, approving expenditures, compiling and analyzing costs and initiating corrective measures.
6. Maintains professional and technical knowledge of assigned program by attending training classes, reviewing professional publications, and serve on committees or boards.

Minimum Qualifications:

Graduation with a Bachelor's degree from an accredited college or university with major coursework in a field related to the job plus three (3) years in Fleet program areas, two (2) of which were in a supervisory or management capacity.

Experience may substitute for the Education up to the maximum of four (4) years.

Licenses and Certifications Required:

Class "C" Driver's License

Physical Requirements:

Heavy. Tasks involve bending, lifting, walking, carrying, or using a force equal to lifting up to fifty (50) pounds.

Preferred Qualifications:
  • Fleet management experience in a medium-to-large municipal or commercial fleet environment.
  • Experience managing accident and collision repair programs, including vendor coordination, repair estimates, quality assurance, and return-to-service timelines.
  • Experience overseeing internal fleet shuttle operations, including scheduling, staffing coordination, service delivery, and customer-facing transportation support.
  • Experience managing internal rental pool operations, including utilization tracking, reservation systems, chargeback processes, and lifecycle planning.
  • Experience coordinating external rental vehicle programs, including vendor sourcing, contract compliance, rate negotiation, and service-level monitoring.
  • Experience with subrogation processes, including claim initiation, documentation, recovery tracking, and collaboration with Risk Management or legal teams
  • Experience developing and implementing fleet policies and procedures, especially those related to accidents, rentals, and operational continuity.
  • Strong proven leadership experience, including staff development, coaching, performance management, and cross-department collaboration.
  • Strong proven customer service skills, including communication, reliability, accessibility, and innovative problem-solving.
  • Class B CDL with passenger endorsement
  • Additional technical skills or certifications, i.e. ASE, CAFM, CAFS related to fleet operations, accident management, risk management.

This position requires experience managing accident and collision repair programs and overseeing internal and external fleet rental and shuttle operations for a medium-to-large municipal or commercial fleet. Candidates should have experience in accident vendor coordination, repair estimating, and quality assurance; internal rental pool utilization tracking and lifecycle planning; external rental vendor sourcing and contract compliance; subrogation and claims recovery; fleet policy and procedure development; and staff leadership, performance management, and customer service.

The location and work schedule of this position may include day and evening hours, weekends and holidays on an as needed basis.
