SUPPRESSION/RESCUE/TRAINING

This is an non exempt position, which is responsible for middle management work in command of a unit within a station of the Department. In addition, the position entails the supervision and direction of subordinate personnel including paramedics, driver/engineers, emergency medical technicians and firefighters. The member in this position functions as the incident commander during emergency operations. Considerable independent judgment must be exercised in interpreting protocols and setting direction through goals and objectives. A member in this classification has additional duties as it relates to the supervision of members and recommendations for disciplinary action.
This member will contribute to the management team as it relates to the establishment of the Mission Statement, Values Statement; Protocol's and will be a participating member of the Disciplinary Board. The member in this classification will assist the management team in the preparation of the budget for areas assigned, as well as submitting purchase requests and making recommendations throughout the year. Further responsibilities include assisting with the long range planning and operational analysis.

This member reports to a Captain and as with all positions in the department has a responsibility to keep the Staff informed of all operational and non-operational issues that may affect the overall stability of the organization. A member in this position must maintain the trust and confidence of the organization and the Fire Chief.

Employees are hired as AT WILL employees that serve at the pleasure of the City and may be terminated at any time with or without cause.
Examples of Duties

Duties include supervision and management of a unit/station as well as individual members of the department who may be involved within the department during operations or while on City property.

Trains, guides and advises subordinates in all phases of their responsibilities

Ensures that members adhere to established protocols.

Writes performance evaluations as well as evaluating subordinates.

Establish assignments, manages the necessary item involved in supervising a unit/station.

Responds to calls for service and supervises/coordinates operations.

Identifies problems, makes recommendations and takes appropriate action through task delegation as well as individual action to correct problems.

Reviews and approves correspondence proceeding through the chain of command.

Prepares reports and maintains appropriate records.

Assist in preparation of annual budget.

Prepares purchase requests.

Monitors reports (operational & training) for completeness and accuracy.

Develops, plans and implements projects, initiatives and programs.

Performs various technical and managerial functions.

Inspects subordinate members and equipment to ensure operational readiness.

Conducts research and makes recommendations concerning operational readiness, training, and the long term health of the organization.

Reviews disciplinary recommendations with subordinates.

Assist with special projects and assignments.

Performs related work as required and as directed.

Attends meetings as directed.

Ensures compliance with the City code and procurement policies and procedures by reviewing and monitoring procurements conducted by subordinates.

Performs other duties as assigned.
Typical Qualifications

Through knowledge of contemporary principles, practices and methods of management, administration, organization and operations.

Ability to prepare clear and comprehensive reports

Assist in the preparation complex budget requests, justifications and related reports

REQUIRED TRAINING AND EXPERIENCE
Rescue Position:

Minimum qualifications to apply for promotion:
1. Lieutenant
  • a. Signed-off Crew Chief prior to promotional process date with two (2) years in a paid Crew Chief position
  • b. ACLS instructor
  • c. BLS instructor
  • d. Company Officer course
  • e. State Emergency Response Plan (SERP) course
  • f. NIMS ICS 300 Certificate
  • g. Course Delivery or EMS Instructor
DESIRED EXPERIENCE AND TRAINING
  • Considerable experience in supervision and management (preferably in Fire/Rescue)
  • Fire Officer 1 State Certification
  • Graduation from an accredited College with a degree.
Any equivalent combination of training and experience which provides knowledge, skills and abilities.
Work Environment

This is a designated "Response" classification in the City Emergency Operation Plan and will require the member occupying this position to work for declared emergencies. Attendance at National Incident Management System (NIMS) training at the appropriate level is mandatory.
