Duties

Help

The selectee will serve as a(n) Financial Systems Analyst in the Office of the Chief Financial Officer. Typical work assignments include:

  • Develops and executes the process of implementing financial system software and enhancements, ensuring alignment with the evolving needs of the organization and compliance with federal regulations. Participates in the full life cycle of financial system applications, including integrating new technologies, improving existing functionality, and ensuring seamless interfaces across various platforms.
  • Analyzes and resolves complex user inquiries, system issues, and requests for ad hoc reporting, ensuring timely and accurate resolution while balancing system enhancements with operational needs. Provides advanced analytical assessments on the feasibility and adequacy of proposed system modifications or alternative approaches, ensuring alignment with organizational goals and technical standards. Leads cross functional meetings and technical forums, collaborating with stakeholders from various departments to discuss system performance, user needs, and potential enhancements.
  • Mentors and provide technical leadership to junior financial systems analysts, fostering professional growth and ensuring adherence to best practices in system management and support. Serves as a key participant in strategic planning for the financial systems infrastructure, providing recommendations for future system investments, upgrades, and process improvements. Assists with the implementation of change management initiatives, ensuring smooth transitions during system upgrades or policy changes, including training, documentation, and user support.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-12 level (starting salary $102,415) if you possess one year of specialized experience equivalent to the GS-11 level performing duties such as:

  • Assisting with the analysis and implementation of financial management system software and enhancements.
  • Maintaining financial application modules and interfaces with other business systems.
  • Providing input into the design and development of integrated systems to improve specific office functions.
  • Testing system applications and interfaces to determine their impact on automated systems.


You qualify for the GS-13 level (starting salary $121,785) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as:

  • Planning, coordinating, implementing, and/or maintaining major financial systems.
  • Developing system procedures for daily use and maintenance of automated systems
  • Reviewing, analyzing, and testing new or revised policies and procedures to determine impact on automated systems.
  • Providing technical assistance regarding the capabilities and utilization of systems software


Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
