Position Summary:

The Financial Project Manager Support position will provide financial analyst support to the United States Naval Observatory (USNO) Resources Management Department (N01F).

This position will support N-ERP processing, financial reporting, contract preparation, closeout, audit readiness, procurement package processing, budget reconciliation, financial system research, and related financial management activities.

Responsibilities:

  • Create, release, and track procurement packages for USNO projects while ensuring required business rules are followed.
  • Ensure Key Supporting Documentation (KSD) is complete and accurate in N-ERP.
  • Maintain redundant copies of required documentation in SharePoint.
  • Input financial transactions into N-ERP.
  • Identify system issues that impede procurement processing or reconciliation between financial systems.
  • Seek resolution of financial system and procurement-related issues.
  • Recommend and support implementation of policies and standard operating procedures that address procurement issues.
  • Develop desk guides when applicable.
  • Gain access to, retrieve, and analyze information from various Government reporting systems.
  • Support budget reconciliation activities.
  • Recapture unobligated funds in N-ERP.
  • Clear unliquidated obligations (ULOs).
  • Resolve ledger variances.
  • Research, analyze, and implement new policies and procedures governing applicable financial and procurement activities.
  • Support audit-readiness efforts.
  • Appropriately retain Key Supporting Documentation.
  • Ensure financial movements in N-ERP are fully documented.
  • Maintain audit-ready pathways and appropriate authorization trails.
  • Prepare reports and supporting artifacts for financial briefs and dashboards, as required.
  • Support contract preparation and closeout activities.
  • Provide monthly progress reports to USNO.


Required Qualifications:

  • Minimum of 6 years of senior-level experience supporting Department of the Navy budget execution and reconciliation across various financial systems.
  • Proven working knowledge of Department of Defense and Department of the Navy financial management regulations, policies, and procedures.
  • Working knowledge of the DoD Financial Management Regulation (DoD FMR).
  • Knowledge of Navy audit standards.
  • Experience utilizing N-ERP in support of Department of the Navy budget execution.


  • Proficiency with Microsoft Office products, including: Word, Excel, PowerPoint, SharePoint


  • Excellent verbal communication skills.
  • Excellent written communication skills.
  • Secret Clearance

Work Environment:

  • Work is performed in a standard office setting with prolonged periods of sitting at a desk and working on a computer.
  • Occasional evening and weekend work may be required as job duties demand.
