Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGER, Position Description Number and is part of the WY 153d Comptroller Flight, Wyoming Air National Guard.

This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.

This position is in the 153d Airlift Wing's (153 AW) 153d Comptroller Flight, and its purpose is to serve as the Chief Financial Officer for the 153 AW and the 253d Command and Control Group (253 CACG), with responsibility for managing all funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.

Serves as the Assistant United States Property and Fiscal Officer for Air (Fiscal), the 153 AW Funds Certification Officer, the organizing and directing member of the Financial Management Board, and the 153 AW Commander's (153 AW/CC) focal point for highly sensitive military and civilian entitlement issues.

Operates as a full partner with the 153 AW/CC, the Senior Management Staff, and Commanders in planning, implementing, and executing the financial programs directly associated with the objectives of the Wyoming National Guard and accomplishment of federal military and state support missions.

As an agent for the U.S. Treasury, responsible for maintaining compliance with all regulatory and legal requirements; the overall integrity of accounting data; full disclosure of accounting information; sound reporting methods; analytical interpretation of the organization's financial posture and solvency; and implementation, operation, and maintenance of the budget, accounting, payroll, and other financial systems.

1. Directs the financial management policy in support of the 153 AW and 253 CACG. As the Assistant United States Property and Fiscal Officer for Air (Fiscal), holds statutory authority and responsibility for the proper obligation, accounting, disbursement, and administrative control of all Federal funds allocated to the installation.

2. Serves as the principal financial advisor and technical expert to the 153 AW/CC, Senior Management Staff, 253 CACG/CC, and the Financial Management Board. Provides financial advisory services that contribute substantially to the plans, policies, decisions, and objectives of senior management.

3. Functions as the Assistant United States Property and Fiscal Officer for Air (Fiscal) under ANGI 36-2, the accounting station's Certification Officer under the provisions of the Certification Officers Act of 1996, and as an agent of the US Treasury for all ANG federal disbursements and the associated pecuniary liabilities thereof.

KEY REQUIREMENTS:

Open to current or prior service active duty, reserve or national guard members of one of the branches of the US Air Force, Army, Navy, or Marines.

Military members: Submit vMPF Rip, DVR, STP, ERS, MBS, or PDR with resume.

Prior service members: Submit a DD Form 214.

Must become a military member of the Wyoming Air Nat'l Guard before appt.

Federal employment suitability is determined by a background investigation.

PCS costs are not authorized. Must be willing to relocate at own expense if selected.

CONDITIONS OF EMPLOYMENT and NOTES:

Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).

Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.

Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).

Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

1. Must be able to obtain and maintain the appropriate security clearance.

2. Irregular and/or overtime (compensatory) hours may be required.

3. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform duty assignments

4. Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 2/24). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7, Joint Ethics Regulation

5. Required to submit a Financial Disclosure Statement upon appt and annually.

6. Subject to successfully obtaining and maintaining a Level 3 DoD Financial Management Certification within two years from entry on duty.

Qualifications

AREAS OF CONSIDERATION:

The consideration of qualified eligible candidates will be as follows:

Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.

Area 4: All current military members of the Wyoming Air National Guard.

Area 6: Current and prior military service members separated from any branch of the military to include US Air Force, US Army, US Navy, US Marine Corps, Reserves, and National Guard components. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

EDUCATION REQUIREMENTS:

Must have successfully completed undergraduate or graduate education, and the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. (Must include legible copies of transcripts showing degree type and award date with application).

SPECIALIZED EXPERIENCE:

Must possess at least 1-year equivalent specialized experience to at least the next lower grade level (GS-12) and have fundamental working experiences with a validated understanding of the basic principles and concepts of the financial management occupational series and grade. Experiences gained through military technical training schools, or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience.

AND

Possess experience managing the function of the work to be performed; and experience leading, directing and assigning work of personnel.

NOTE: Education Requirements, General Experienceand Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from MM/YYYY - MM/YYYY (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.

FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:

Continued employment in this position is subject to successfully obtaining and maintaining a Level 3 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 3 certification in which case, he/she must complete the certification in the original 2-year period.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
