This position has a typical 2026 salary range of $76,463 - $118,204 (without locality).
Qualifications/Requirements:
The primary purpose of this position is to perform economic and cost analysis studies for AF MAJCOMs and installations. The incumbent serves as a principal analytical expert for Economic Analyses (EA), Business Case Analyses (BCA), Privatization, Mission Change Analyses, Base Realignment and Closure (BRAC) Analyses, Host Tenant Support Agreements, OMB Circular A-76 Cost Comparison for MEO support, and all other cost estimating and financial management issues. Provides cost analysis support for wing and MAJCOM functionals in resolving complex and difficult issues on financial management projects.
o Leads ad hoc teams, reviews and/or performs specialized, individual economic analyses, non-acquisition related analyses of alternatives and economic impact studies in support of a variety of major programs such as Military Construction (MILCON), lease versus buy decisions, housing and utility privatization, Base Realignment and Closure (BRAC), mission changes and all other cost estimating and financial management issues as deemed necessary.
o Provides advice, assistance, and guidance on cost analysis and related information. Devises and recommends the adoption of procedures to implement cost analysis processes, policies, and regulations issued by the AF and OSD.
o Conducts analyses, reviews, and special studies of budget and/related information.
o Conducts Cost Analysis Training.
o Use automated cost analysis/budget system(s) and computer-generated products in accomplishing cost analysis assignments.
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
• Skill in application of analytical methods and techniques (e.g., cost-benefit analyses, discounting depreciation, and pro-rating), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analysis.
• Knowledge of commonly used analytical and cost estimating methods, practices, procedures, regulations, policies, and processes. Knowledge of the overall requirements and policy guidance associated with the AF and DoD non-acquisition financial programs.
• Knowledge of missions, functions, goals, objectives, work processes, and sources of cost analysis and funding pertinent to installation programs and/or organizational activities.
• Ability to gather, assemble, and analyze data to prepare economic and cost analysis reports, develop alternatives, and make recommendations to resolve budget/funding problems. Ability to manage several projects simultaneously.
• Knowledge of automated data processing concepts and systems capabilities to accomplish cost analysis tasks.
OTHER REQUIREMENTS/SIGNIFICANT FACTS:
• Must be a U.S. Citizen
• Experience at the next lower broadband/grade level (or equivalent).
• Work may occasionally require travel away from the normal duty station on military or commercial aircraft, up to 65 workdays out of the year (25%).
• Bachelor's degree in business administration, economics, finance, or other related field or comparable experience is desired. An advanced degree in a business-related field is highly desirable.
• Must be able to obtain and maintain the appropriate security clearance.
• This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
• May be required to work overtime on an unscheduled or emergency basis.
• This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
• May be required to work irregular duty hours including evenings, weekends, and/or holidays on occasion.
