Description
IFC's Strategic Initiatives & Resources Department (CSR) is part of the Strategy & Operations Support Vice Presidency (COSVP) and is a constituent of the broader WBG Budget & Procurement organization (WBPVP). CSR is responsible for IFC and MIGA's business planning, budgeting, investment and advisory support, reporting and analytics, administration, procurement, facilities management, and global security, among other core administrative functions. The department plays a key role in connecting organizational priorities and delivering insight and consistency across IFC and MIGA's resource management. CSR comprises of four budget divisions, including CSRRM, which is focused on supporting both IFC HQ-based client VPUs and the IFC Management Team with strategic and operational leadership in financial planning and budgeting, resource allocation, optimized utilization and management as well as financial analytics and advice. CSRRM also plays central role as focal point to WBP COEs in the implementation of WBP reforms and initiatives.
CSRRM is looking to recruit a highly motivated and proactive Finance Officer with outstanding financial and budgeting, proven data analytics and data visualization skills, with strong capacity for creative and investigative thinking and solutions formulation and demonstrated client orientation.
Duties and Accountabilities:
The Finance Officer's main responsibilities include:
Financial Planning and Budgeting
• Lead IFC corporate budget process, including design, formulation, and allocation, reflecting corporate and operational priorities, special initiatives, and workforce plans
• Act as a focal point for Regional Controllers and VPU budget coordinators to execute allocations/transfers, address queries, and special requests throughout the fiscal year
• Provide recommendations in support of WBG budget reforms, including alignment of budget frameworks, cost-sharing, and formulating a One WBG budget.
Resource Management, financial controls, and risk tracking.
• Monitor IFC funding position, lead forecast and expenditure trend analyses.
• Track and report on feed budgets, supporting the management of related spending from fee income.
• Interpret corporate client needs and advise/support IFC Management with resource (re)allocation, savings targets and trade-off decisions.
• Manage year-end activities, including accruals, trust fund reposting, etc.
• Design, review, and make recommendations for policy/procedures/guidelines and internal control-related actions to mitigate risks for finance and budget areas.
• Prepare high-quality, targeted, and concise data to feed into (i) Management Reporting, including but not limited to the Flash, FBSR, and QBHR, (ii) Financial Reporting (e.g., spending against designations of Net Income, Total AS spend, DTFI spend), and (iii) the annual spend forecasts.
Analytics and Business Partnership
• Provide analytical leadership and present resourcing solutions to emerging, operational business needs and business model changes to IFC clients.
• Initiate and deliver high-quality, robust, and accurate quantitative analysis and insights, leveraging AI technology as appropriate and other data analytics and visualization tools, to inform strategic decision-making.
• Work in close collaboration with F&B Network, Financial Reporting, Accounting Policy, HR, WBP, and CTR teams on an ongoing basis to share information, review financial practices, and solve problems.
Corporate initiatives, knowledge sharing, and process optimization
• Serve as a core member on corporate projects that require CSRRM representation and participation and/or coordination.
• Influence and align key stakeholder requirements for higher value-added and institutional efficiencies.
• Strengthen knowledge sharing of best practices, lessons learned, and continuously help innovate and improve standard finance and budget processes, including through process simplifications or automation.
People Management and Staff Supervision
• Guide and develop staff to ensure the realization of individual career and team objectives.
• Encourage open communication, collaboration, and facilitate new ways of doing things.
Selection Criteria
• Master's degree in business administration (MBA), master's in finance, or equivalent, with a minimum of 8 years of experience. A Professional accreditation is a plus.
• Excellent written and oral communication skills (in English) and ability to concisely convey information to various audiences (i.e. Management, staff, Board).
• Excellent technical knowledge and understanding of financial concepts involving budget formulation, IFC's funding sources, expense monitoring, and fundamental financial/expense controls.
• Strong knowledge of policies governing different funding sources and structures, and how they contribute to IFC's overall resource picture and influence its decisions on priorities, budgets, and resource allocations.
• In-depth knowledge of SAP, BPC, BW, AO, SBD, and other Resource Management systems used by IFC is a plus.
• Outstanding problem-solving, conceptual, and analytical skills. Excellent judgment, proactive and solutions-oriented, high degree of initiative, and ability to work independently with minimum direction.
• Excellent people management skills and openness to feedback and new ideas, and the ability to help guide staff to solutions for problems.
• Sound knowledge of IFC's business model.
• Demonstrated ability to manage and complete multiple projects simultaneously and to meet deadlines under pressure.
• Demonstrated ability to operate and lead in complex and ambiguous situations.
• Recognized team player who collaborates, works well with others, with the ability to listen and distill others' ideas and make changes in plans or thinking as a result (as appropriate).
• Proven ability to interact effectively with corporate and external counterparts.
