Overview

The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities

The STARS Professional position is responsible for preparing financial reporting for DOE and Battelle's Pacific Northwest Division (PNWD). This position involves developing reporting schedules, communicating monthly and year-end closing deadlines, coordinating post-closing entries, translating financial data for STARS, performing validation checks, and uploading monthly financial information into DOE's STARS accounting system. This position will also provide BSD's senior management with quarterly account analysis, integrated contractor trial balance recon, STARS to BV recons, suspense reporting and the corporate reporting package. Additional responsibilities include completing the 3rd and 4th quarter DOE reporting, generating the Schedule of Cost Incurred and Claimed (SCIC), and being the primary point of contact for financial questions from Oak Ridge Operation (ORO), the Pacific Northwest Site Office (PNSO), and Battelle corporate operations.

This position will provide extensive audit support in responding to DCAA, DOE, and Internal Audits including working across BSD to write compelling management responses. Other assurance activities this position will be responsible for include effectively deploying financial reporting requirements, tracking the performance of Self-Assessment measures, and supporting A-123 through the development of internal controls which mitigate risks.

This position is responsible for providing training to BSD staff on the DOE STARS process. The training is intended to provide BSD staff with an understanding of the impact of Financial Processing System (FPS) entries on DOE STARS reporting. This position responds to other miscellaneous ad hoc reporting and reconciliation requests, as well as, answering questions from core accounting groups on the DOE STARS process.

This position reports directly into the manager of Project and General Ledger. Success in this role requires strong analytical skills, the ability to manage tight deadlines, effective communication skills, and a good understanding of FPS and the accounting feeder systems.

Qualifications

Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience

Preferred Qualifications:
  • Bachelor's degree in Finance, Accounting, MIS or a related business field.
  • Working knowledge of financial accounting and reporting systems, general accounting practices, and strong analytical, process development and communication skills are required.
  • A high degree of knowledge of Microsoft Access and Excel is a requirement.
  • Assignments may be wide in scope requiring a broad background of experience or independent action and a high degree of initiative to resolve issues.
  • Has substantial understanding of the job and applies knowledge and skills to complete a wide range of tasks.
  • Skilled in the use of basic financial and accounting systems and software.
  • Proficient in Microsoft Office Suite.
